Book excerpt: Using national drug arrest data from 1980 to 2007, this report illuminates the persistence and extent of racial disparities in the so-called?war on drugs? in the United States. Although blacks and whites engage in drug offenses at roughly comparable rates, blacks have been consistently arrested for drug offenses at rates that are from 2.8 to 5.5 times higher nationwide than white drug arrest rates. In addition, this report reveals that among individual states, black drug arrest rates in a single year, 2006, ranged from 2 to 11.3 times higher than white rates. Finally, the report shows that since 1980, the preponderance of drug arrests have been for possession, not sales. Millions of Americans have acquired a criminal record because they engaged in the minor non-violent offense of drug possession. Human Rights Watch calls on the United States to revise its drug control policies to reduce reliance on criminal prosecution and address these troubling racial disparities.

This book asks whether the country has begun to turn the corner on the legacy of collective hurt. To do so it ranges in scope across 350 years of South African history, encompassing the struggle against the apartheid regime, the downfall of white supremacy, the Truth and Reconciliation Commission and the first 25 years of democracy, up to more recent movements, such as #RhodesMustFall, or the inquests into the 2012 Marikana massacre, that point to the persistence of traumatic memory in contemporary society. The authors assembled here set out to analyse the representation of such memory, how it has been woven into narratives, recorded, preserved and questioned, and how issues of individual and collective responsibility have been grafted onto it through the visual arts, literature, political discourse and public action. In focusing on memory along with its derived forms of memorialization, collective memory, nostalgia, or post-memory, our contributors pose a fundamental question: is South Africa finally coming to the end of the post-apartheid transition period? So far, the achievements are impressive. In the mid-1980s, the country failed to feed its population, suffered from hyperinflation and faced general economic stagnation. In the early 1990s, the annual economic growth rate had accelerated to some eight to nine percent, the inflation rate had fallen to two-digit levels - sometimes even lower - and the country had become one of the world's largest rice exporters. Add some more details - the increased foreign trade, the inflow of foreign investments, the diversification of agriculture, and ~e various reform measures taken to alter the basic economic structure - and the success story of the Vietnamese transition is told. The country has hence followed the same path as its northern neighbor China, and provided a counterexample to much more cumbersome processes that have been adopted in a number of other transforming countries, notably those of the former USSR. This transition is by no means over. Indeed, it is misleading to think of transition as a process that departs from a well-defined pre-condition and moves towards an equally well defined end-point.
