La crise économique, sociale, environnementale, montre l'impasse du «tout libéral» et met en lumière la nécessité de régulations, l'importance des valeurs de solidarité et d'intérêt général, et le besoin de prise en charge démocratiques des biens communs mais la pression du dogme de la réduction des déficits qui se traduit par une austérité croissante a pour résultat une volonté de réduire à tout prix les dépenses publiques. Cette situation a provoqué et entretient une déstabilisation et une crise de confiance au sein même de la fonction publique : elle génère multiples interrogations qui aboutissent souvent à de la souffrance professionnelle mais aussi à de dommageables formes de repli oubliant les finalités mêmes de leur statut. Les auteurs de ce livre sont à l'inverse convaincus de la modernité et de l'avenir des services publics : les enjeux auxquels nous sommes confrontés et qui vont de la cohésion de notre société à l'avenir de notre planète impliquent de réinvestir dans des formes d'organisation qui vient à une réappropriation du commun. Et la fonction publique n'est pas une pièce de musée mais un corps vivant dont l'adaptabilité est une des caractéristiques majeures mais qui doit évoluer en restant fidèle aux principes qui l'ont fondé et justifient son existence et ses caractéristiques. Cet ouvrage qui se veut ni savant, ni exhaustif souhaite mener la bataille d'idées et faire oeuvre de pédagogie sans dogmatisme : il s'agit sans dissimuler les débats de replacer la fonction publique dans une perspective historique, de dire ce qu'elle est et pourquoi elle existe, de mettre en lumière les problèmes et les débats pour que chacun puisse se faire une idée des évolutions nécessaires.
