La mondialisation de la concurrence pousse les firmes multinationales à tenter d'exploiter à l'échelle mondiale tous les marchés susceptibles de générer du profit y compris dans les environnements turbulents. La présence de marchés porteurs dans des pays dits turbulents ne peut plus être occultée. Ces pays représentent actuellement des marchés conséquents pour des compagnies internationales. Pour ces raisons, il semble utile de faire évoluer l'appréciation du risque à l'international. Les considérations générales d'appréciation de l'analyse risque pays des agences spécialisées semblent être nettement orientées vers les compagnies d'assurances qui fixent les différents taux de primes des exportateurs. La recherche développée tente d'apporter de nouveaux éclairages sur une nouvelle perception du risque politique. Ce facteur ne semble plus uniquement cantonné à une dimension négative, il peut être un moyen puissant de construire un avantage concurrentiel afin de développer des parts de marché. Le risque devient stratégique dans la mesure où il peut être utilisé comme un facteur performant dans le jeu concurrentiel. Cette approche tente de considérer le risque politique non plus uniquement comme un frein dans l'internationalisation de certaines (encore peu nombreuses) entreprises, mais aussi comme un éventuel accélérateur pour se positionner d'une manière avantageuse sur un marché. On peut signaler que la motivation économique de certaines entreprises est plus forte que le risque politique en question. Dans ce cadre, ces entreprises font le choix d'investir dans des environnements turbulents où des marchés porteurs existent. Ce choix de localisation est d'abord fonction de la rentabilité escomptée mettant au second plan l'appréciation générale du risque pays. En ce qui concerne précisément la dimension politico-sécuritaire des pays dans lesquels interviendraient les entreprises, elle est prise en considération, en particulier grâce à une gestion opérationnelle du risque privilégiant la dimension micro-économique. Cette dimension met en exergue le risque projet au détriment de l'approche générale du risque politique où les qualités techniques des investissements deviennent prédominantes dans l'évaluation générale du risque politique.Cette appréciation dynamique du risque pousse les firmes à passer un pallier supplémentaire dans le rapport au risque, en l'optimisant. Cette optimisation du risque permet à ces firmes d'asseoir un avantage concurrentiel sur les entreprises traditionnelles, encore figées dans une approche classique où l'aversion au risque reste dominante.
