En particulier, la ré-émergence de la Chine et de l'Inde ne constitue pas un phénomène transitoire, mais un changement structurel d'une importance historique. Afin de prendre en compte la multipolarité du monde, l'Union européenne a mis en oeuvre un nouvel instrument et un principe d'action : le partenariat stratégique. Ce dernier, adressé aux pays émergents, dispose de trois fonctions principales : institutionnel, économique et politique. Sur le plan institutionnel, il permet de rénover et d'approfondir les schémas relationnels, non sans poser des difficultés dans le cadre juridique de l'Union européenne. Sur le plan économique, il insuffle une dynamique de rééquilibrage des relations, même si la réciprocité avec les grands émergents est difficile à mettre en oeuvre. Sur le plan politique, il recherche des convergences normatives avec ces pays sur les grands sujets stratégiques, la défense des préférences collectives, la lutte contre les nouvelles menaces, ou le multilatéralisme effectif. A ces trois niveaux porutant, l'Union européenne se heurte à des pays qui développent des stratégies autonomes et qui revendiquent leur statut de pays en développement. Partant, les marges de manoeuvre de l'UE sont restreintes. Plus avant, l'action, l'action extérieure de l'UE vis-à-vis des grands émergents manque de vision stratégique, ce que démontre les accords proposés à ces pays. L'exigence de réciprocité au coeur des partenariats stratégiques fait débat au sein de l'Union européenne. De ce point de vue, c'est l'identité européenne qui est mise à l'épreuve dans les relations avec les grands émergents.
