Positive growth effects allow, in principle, a Pareto-improving shift in pension financing. This paper highlights the theoretical underpinnings of the reform and presents empirical data and preliminary econometric testing of the conjectured reform effects on financial market developments, as well as the impact on total factor productivity. capital formation, and private saving. The empirical evidence is consistent with most but not all claims. In particular, the direct impact of the reform on saving was low, and initially even negative.

The Parliamentary Commission on Constitutional Reform was initiated, as well as a definitive and decisive move toward Italian entry into the European Monetary Union (EMU) Draft laws on reform refigured important aspects of the Constitution, such as the judicial system, electoral reform, the organization of the state, relations between central, regional, and local tiers of government, and all sought to initiate a long-awaited passage from the “First” to “Second” Republics. By their nature, these drafts contained many gray areas, and they represent only the first steps toward effective reform of the Italian political system.The year was one of hesitation, contraction, and, perhaps, lost opportunity on the road to a new political and economic order. Effort toward policy innovation and progress encountered much political uncertainty, and the country's political forces moved slowly toward a redefinition of their identities and alliances. While politicians and political parties engaged in a frequently futile struggle to form coherent bipoloar strategies, technocrats, political reformers, and industrial and financial actors often managed to push ahead with some fundamental change, both independently and in collaboration with political forces. Italian Politics: Mapping the Future argues that 1997 will be seen, in retrospect, as a critical junction between the decadence and paralysis of the 1980s and early 1990s and a still uncertain, but perhaps more promising, political future.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
