Karen Rignall considers whether agrarian livelihoods can survive in the context of globalized capitalism and proposes a new way of thinking about agrarian practice, politics, and land in North Africa and the Middle East. Her book questions many of the assumptions underlying movements for land and food sovereignty, theories of the commons, and environmental governance. Global market forces, government disinvestment, political marginalization, and climate change are putting unprecedented pressures on contemporary rural life. At the same time, rural peoples are defying their exclusion by forging new economic and political possibilities. In southern Morocco, the vibrancy of rural life was sustained by creative and often contested efforts to sustain communal governance, especially of land, as a basis for agrarian livelihoods and a changing wage labor economy. An Elusive Common follows these diverse strategies ethnographically to show how land became a site for conflicts over community, political authority, and social hierarchy. But in The Voice of the Rural, ethnomusicologist Alessandra Ciucci introduces us to the Moroccan migrant workers that labor in the province's Alta Valle del Tevere region, which has been transformed by agrobusiness. These migrants working in Umbria's tobacco fields and on its construction sites have been coming to the region for decades, and while some eventually save enough money to buy some land and build a house back home, most are only able to scrape together what little they can from season to season. Marginalized in Italy and far from their homes, these men turn to Moroccan traditions of music and poetry that romanticize the Moroccan countryside they have left, l-'arubiya, or the rural. Ciucci's ethnography is a rich analysis of l-'arubiya that unpacks how these men share the music and sound of the rural to create a culture of belonging in a foreign and inhospitable nation, gathering in groups to listen to recordings of the musical style and creating community that springs from the very particular Moroccan narratives and identity depicted in the music. The poetry conjures up local images, history, and tradition, evoking a personhood that allows these men to momentarily preserve a particular form of manhood inaccessible to them in Italian culture. In Italy, these men are perceived as threatening and sexually violent. But the sound of l-'arubiya signifies a different kind of masculinity, of what it means to be a "real man", someone virtuous, generous, and strong both physically and morally. Through close fieldwork with migrant men and careful analysis of the lives they live through music, Ciucci uncovers an important social dimension of Europe's evolving migration crisis: how migrants preserve a sense of self and of home in an inhospitable country, allowing them to endure in the face of incredible hardship"--

However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. This book provides a timely analysis of the particular trajectory of eight Mediterranean countries in these uncertain transformations, and attempts to identify the best strategies to avert or overcome future risks.

The very realization of future generations’ food security, the sustainable transformation of food systems and the combat against unemployment and distress migration all depend upon the successful implementation of strategies that make the agri-food sector more attractive for the youth. This, in turn, requires smart policy responses that will help young investors overcome the numerous barriers they face – access to finance, land, information and technical services, to name but the most crucial ones.Since 2017, FAO has provided support to African and South-East Asian countries in identifying key challenges for young agri-entrepreneurs and good practices through participatory capacity analyses and strategic planning processes which were carried out with, and for the youth. This report summarizes the main findings and lessons learned from FAO’s work with eleven African countries – Côte d’Ivoire, Guinea Conakry, Malawi, Mali, Mauritania, Mozambique, Namibia, Senegal, South Africa, Tunisia and Uganda. It identifies key challenges and policy recommendations regarding youth’s access to finance; land; technical services and information; as well as the engagement of youth in policy-making processes. The report also contains a set of five overall key policy recommendations for the empowerment of young agri-entrepreneurs.
