D'une part, le droit financier américain fédéral, centralisé, intégrant l'objectif de réparation semble le plus efficace mais présente un modèle rigide. D'autre part, le modèle européen régional est plus récent et influence le Canada et l'Asie. Le passeport, développé sur le principe de reconnaissance mutuelle, permet de dépasser les méthodes de lois de police atténuées, d'abdication ou du principe auctor regit actum. La mutation de l'ordre financier européen issue de l'émergence d'un droit financier systémique après la crise de 2008 révèle toutefois un modèle européen non stabilisé. L'utilisation renouvelée des Collèges d'Autorités sur un périmètre élargi permettrait d'éviter une centralisation trop rigide. L'application raisonnée du droit financier à l'intérieur des blocs à modèle flexible, facilement exportables et l'application internationale raisonnée entre les grands blocs bien unifiés et le reste du monde concentrent les difficultés. Sous l'angle de la réparation, le juge américain souhaite éviter l'écueil des applications extraterritoriales inutiles. Dans l'Union Européenne, la recherche d'une application du principe de proximité par les victimes n'est pas toujours aisée. Si une coopération internationale entre Autorités aide déjà à limiter les frictions, les tentatives d'exportation des marchés révèlent les difficultés d'application internationale du droit financier d'organisation. La disponibilité des régimes de réparation cristallise alors l'étendue possible des efforts de coopération administrative.
