It became a new form of legitimization for the rising nation-state, cementing its inextricable link with that nation's politics and practices. As in the majorities of post-colonial states, in the Arab world, the inherited paradigm of cultural heritage has been subject to various forms of adaption and re-elaboration that have made it a lively and complex space of negotiations between various actors. Thus, in The Politics of Cultural Heritage in the Middle East, Irene Maffi and Rami Daher draw together expert scholars to unravel these complex processes that are involved in the definition, production and consumption of heritage and its material culture in the Middle East, and the dynamics of the key actors involved. Book excerpt: An innovative analysis that traces the continuity of the state’s custodianship of Islam as the preferred religion in the Middle East and North Africa In The Making of the Modern Muslim State, Malika Zeghal reframes the role of Islam in modern Middle East governance. Challenging other accounts that claim that Middle Eastern states turned secular in modern times, Zeghal shows instead the continuity of the state’s custodianship of Islam as the preferred religion. Drawing on intellectual, political, and economic history, she traces this custodianship from early forms of constitutional governance in the nineteenth century through post–Arab Spring experiments in democracy. Zeghal argues that the intense debates around the implementation and meaning of state support for Islam led to a political cleavage between conservatives and their opponents that long predated the polarization of the twentieth century that accompanied the emergence of mass politics and Islamist movements. Examining constitutional projects, public spending, school enrollments, and curricula, Zeghal shows that although modern Muslim-majority polities have imported Western techniques of governance, the state has continued to protect and support the religion, community, and institutions of Islam. She finds that even as Middle Eastern states have expanded their nonreligious undertakings, they have dramatically increased their per capita supply of public religious provisions, especially Islamic education—further feeding the political schism between Islamists and their adversaries. Zeghal illuminates the tensions inherent in the partnerships between states and the body of Muslim scholars known as the ulama, whose normative power has endured through a variety of political regimes. Her detailed and groundbreaking analysis, which spans Tunisia, Morocco, Egypt, Turkey, Syria, and Lebanon, makes clear the deep historical roots of current political divisions over Islam in governance.

This body of water, known in Late Antiquity as the Sea of the Romans, was critical to establishing the kingdom of the caliphs and for introducing the new religion to Europe and Africa. Over time, it also became a pathway to commercial and political dominion, indispensable to the prosperity and influence of the Islamic world. Sea of the Caliphs returns Muslim sailors to their place of prominence in the history of the Islamic caliphate. As early as the seventh century, Muslim sailors competed with Greek and Latin seamen for control of this far-flung route of passage. Christophe Picard recreates these adventures as they were communicated to admiring Muslims by their rulers. After the Arab conquest of southern Europe and North Africa, Muslims began to speak of the Mediterranean in their strategic visions, business practices, and notions of nature and the state. Jurists and ideologues conceived of the sea as a conduit for jihad, even as Muslims’ maritime trade with Latin, Byzantine, and Berber societies increased. In the thirteenth century, Christian powers took over Mediterranean trade routes, but by that time a Muslim identity that operated both within and in opposition to Europe had been shaped by encounters across the sea of the caliphs.

The Suspended Disaster examines the dynamics of the Algerian political system, offering new insights into the last years of Bouteflika’s rule and the factors that shaped the emergence of an unexpected social movement. Thomas Serres argues that the Algerian ruling coalition developed a mode of government based on the management of a seemingly never-ending crisis, marked by an obsession with security and the ever-present possibility of unrest, violence, and economic collapse.
