Since then. two decades of agitation over la question linguistique as well as the enactment of three language laws have altered the places of French and English in Montreal‘s schools, public administration, economy. and even commercial signs. In this book, Marc Levine examines the nature of this stunning transformation and, in particular, the role of public policy in promoting it. The reconquest of Montreal by the French-speaking majority makes for interesting history. It includes episodes of intense conflict and occasional violence and tells the fascinating story of how an economically disadvantaged and culturally threatened linguistic community mobilized politically and used the state to redistribute group power in Canada’s second largest city. Book excerpt: In the decade beginning with the hanging of Louis Riel in 1885, a series of radical and religious conflicts shook Canada, culminating in the Manitoba school crisis of the 1890s. By 1896, the focal point of the controversy was remedialism, the attempt to have Roman Catholic school privileges in Manitoba restored by federal action against the provincial government. The struggle over remedialism involved nearly every aspect of Canada's internal history – Conservative-Liberal, federal-provincial, east-west, French-English, Catholic-Protestant, church-state. But, illustrating as it does the complexity and sensitivity of the ground where politics and religion meet, the election of 1896 has remained particularly fascinating for the degree to which Roman Catholic church authorities, above all in Quebec, entered the political process and were involved in the struggle to power of Wilfrid Laurier. The school question and the struggle over remedialism present an illuminating case study of complex relations at a formative period in Canadian history. This book focuses on the scene behind the scene, seeking in particular to discover how Quebeckers, civil and ecclesiastical, were reacting to a key problem of French and Catholic rights outside Quebec. There is a strong emphasis on personal correspondence, rather than on published statements, and the author has marshalled a wide range of material that has never been fully exploited. The story is told chronologically in order to assess the impact of major events as it developed. Many of the classic questions of church-state relations are brought into focus. This is a story often of fear, prejudice, and ignorance, but it is also a story of strength and resilience, principle and faith. Uniquely Canadian, it tells us something important about the shift from the Canada of Macdonald to the Canada of Laurier.

Dommage que les dirigeants camerounais n'aient jamais réussi à s'inspirer de la démarche ci-dessus et à adopter une ligne de conduite un tant soit peu patriotique. Les politiciens postcoloniaux ont constamment fait montre d'un déconcertant opportunisme. Il peut certes leur arriver de solliciter publiquement ou officieusement l'Eglise à travers ses princes locaux pour accompagner les pouvoirs publics dans la résolution des conflits sociopolitiques. Mais par moments, ils n'hésiteront pas à leur rappeler que l'Eglise ne doit pas se mêler de politique. Elle doit se cantonner dans les affaires spirituelles, oubliant l'un des enseignements les plus mémorables de Mgr Ndongmo, à savoir qu' on ne peut pas conduire les hommes au ciel comme si la terre n'existait pas.

Book excerpt: The United States is in the midst of historic experiments with publicly funded choice in K-12 education, experiments that recently received a "green light" from the Supreme Court. Other nations have long experience with the funding and regulation of nonpublic schools, including religious schools. This book asks what U.S. policymakers, public officials, and citizens can learn from these experiences. In particular, how do other countries regulate or structure publicly funded educational choice with an eye toward civic values —looking not only for improvements in test scores, but also in tolerance, civic cohesion, and democratic values such as integration across the lines of class, religion, and race? The experience of Europe and Canada with school choice is both extensive and varied. In England and Wales, public school choice is widespread, as parents play a significant role in selecting the school their children will attend. In the Netherlands and much of Belgium, a majority of students attend religious schools at government expense. In Canada, France, and Germany, state-financed school choice is limited to circumstances that serve particular social and governmental needs. In Italy, school choice has just recently arrived on the policy agenda. In spite of the diversity of national experiences, in all of these countries choice is regulated by the government in significant and varied ways to promote civic values. In several of these countries, school choice policy itself appears to have played an important role in promoting social cohesion and integration. This book presents a wealth of experience designed to aid policymakers and citizens as they consider historic changes in American public education policy.
