Cette opération de vérification comptable fut confiée au ministère des Finances. Si elle repose toujours sur le loi du 10 août 1922, la mission du contrôleur, devenu contrôleur financier central en 1956, évolue avec le temps. Ce sont moins les changements institutionnels ou le contexte économique que les mutations de l'administration et l'idée que l'on se fait de sa modernisation qui touchent la fonction. Les tentations sont nombreuses, pour un ministre des Finances toujours soupçonné de restreindre la marge de manoeuvre des membres du gouvernement, de pousser le contrôle financier central vers le contrôle de gestion. Or la régularité de la dépense publique, le socle sur lequel repose l'ordre comptable, ne peut valablement s'apprécier que si le contrôleur reste extérieur à la prise de décision et étranger à l'appréciation de son opportunité.
