This trend has been particularly evident in the growing political presence of Latinas, yet scholars have offered no clear explanations for this electoral phenomenon—until now. In The Latina Advantage, Christina E. Bejarano draws on national public opinion datasets and a close examination of state legislative candidates in Texas and California to demonstrate the new power of the political intersection between race and gender. Underscoring the fact that racial/ethnic minority women form a greater share of minority representatives than do white women among white elected officials, Bejarano provides empirical evidence to substantiate previous theoretical predictions of the strategic advantage in the intersectionality of gender and ethnicity in Latinas. Her evidence indicates that two factors provide the basis for the advantage: increasingly qualified candidates and the softening of perceived racial threat, leading minority female candidates to encounter fewer disadvantages than their male counterparts. Overturning the findings of classic literature that reinforce stereotypes and describe minority female political candidates as being at a compounded electoral disadvantage, Bejarano brings a crucial new perspective to dialogues about the rapidly shifting face of America’s electorate.

Book excerpt: Oversight answers the question of whether black and Latino legislators better represent minority interests in Congress than white legislators, and it is the first book on the subject to focus on congressional oversight rather than roll-call voting. In this important book, Michael Minta demonstrates that minority lawmakers provide qualitatively better representation of black and Latino interests than their white counterparts. They are more likely to intervene in decision making by federal agencies by testifying in support of minority interests at congressional oversight hearings. Minority legislators write more letters urging agency officials to enforce civil rights policies, and spend significant time and effort advocating for solutions to problems that affect all racial and ethnic groups, such as poverty, inadequate health care, fair housing, and community development. In Oversight, Minta argues that minority members of Congress act on behalf of broad minority interests--inside and outside their districts--because of a shared bond of experience and a sense of linked fate. He shows how the presence of black and Latino legislators in the committee room increases the chances that minority perspectives and concerns will be addressed in committee deliberations, and also how minority lawmakers are effective at countering negative stereotypes about minorities in policy debates on issues like affirmative action and affordable housing.

Book excerpt: This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. Only now in Representation in State Legislatures do we have a detailed examination of how these officials perceive their jobs and how they attempt to do them. To provide answers to these questions, Malcolm E. Jewell conducted intensive interviews with 220 members of houses of representatives in nine selected states. He asked each legislator how he kept in touch with his constituents, how he resolved matters of policy, how he sought government resources for his district, and what services he provided for individual constituents. State legislatures differ greatly, and they are not institutionalized to the same degree as the national congress. It is difficult, therefore, to generalize on such effects as partisanship. Likewise it appears that past explanatory models do not adequately describe the complex relationships seen by most legislators in their work. The state legislature is changing. It is becoming more institutionalized. It is becoming more stable as fewer members retire and more are reelected. The trend is toward longer sessions, increased staff, and more activity. With this trend the legislator is becoming more visible; he can deal with lawmaking while having greater opportunities to provide services and to gain publicity for them. As the move, begun by the Reagan administration, to put more responsibility for programs on the states continues, the state legislatures will assume a place of greater importance in the governing of the United States. This pioneering study of representation will thereby gain significance both for the understanding it imparts and for the new questions it raises.
