Available in PDF, EPUB and Kindle. Book excerpt: The last four years have seen a remarkable resurgence of democracy in the Southern Cone of the Americas. Military regimes have been replaced in Argentina (1983), Uruguay (1985), and Brazil (1985). Despite great interest in these new democracies, the role of the military in the process of transition has been under-theorized and under-researched. Alfred Stepan, one of the best-known analysts of the military in politics, examines some of the reasons for this neglect and takes a new look at themes raised in his earlier work on the state, the breakdown of democracy, and the military. The reader of this book will gain a fresh understanding of new democracies and democratic movements throughout the world and their attempts to understand and control the military. An earlier version of this book has been a controversial best seller in Brazil. To examine the Brazilian case, the author uses a variety of new archival material and interviews, with comparative data from Argentina, Uruguay, Chile, and Spain. Brazilian military leaders had consolidated their hold on governmental power by strengthening the military-crafted intelligence services, but they eventually found these same intelligence systems to be a formidable threat. Professor Stepan explains how redemocratization occurred as the military reached into the civil sector for allies in its struggle against the growing influence of the intelligence community. He also explores dissension within the military and the continuing conflicts between the military and the civilian government.

Book excerpt: An indispensable work for any collection on Latin America, Greenfield and Maram, both professional Latin American historians, have performed a remarkable service for scholars, journalists, students, and the interested lay public. . . . The focus of the individual chapters is on labor organizations, and the information assembled on the various unions, cooperatives, sindicatos, and mutual aid societies is invaluable. . . . The index, itself 98 pages, makes the book even more valuable for the casual or serious researcher. As a resource tool, this volume cannot be too highly recommended. Choice Each chapter concentrates on the history of labor organizations of a single nation. Chapters begin with general essays that place the labor movement within the context of a country's historical and socio-political development. How do we escape the trap of corruption, to reach a governance system based on ethical universalism? In this unique book, Alina Mungiu-Pippidi and Michael Johnston lead a team of eminent researchers on an illuminating path towards deconstructing the few virtuous circles in contemporary governance. The book combines a solid theoretical framework with quantitative evidence and case studies from around the world. While extracting lessons to be learned from the success cases covered, Transitions to Good Governance avoids being prescriptive and successfully contributes to the understanding of virtuous circles in contemporary good governance.

First, it is, to the extent feasible, based on comparable information on the status and trends of major indicators of the state of the environment in Canada,Mexico, and the United States. Second, the report confirms that these three countries together make up an incredibly complex, dynamic, and interconnected ecosystem in which humans play a dominant and decisive role. Third, the report raises important and sometimes disquieting questions concerning the sustainability of some current trends. Finally, the report is a reminder that our economic, social, and physical well-being are utterly dependent on the life-sustaining services provided by nature. This report emphasizes the importance of developing mutually compatible economic, social, and environmental goals and policies across the three-country region.

Available in PDF, EPUB and Kindle. Book excerpt: Challenging the common assumption that models of direct democracy and representative democracy are necessarily at odds, Direct Democracy Worldwide demonstrates how practices of direct and representative democracy interact under different institutional settings and uncovers the conditions that allow them to coexist in a mutually reinforcing manner. Whereas citizen-initiated mechanisms of direct democracy can spur productive relationships between citizens and political parties, other mechanisms of direct democracy often help leaders bypass other representative institutions, undermining republican checks and balances. The book also demonstrates that the embrace of direct democracy is costly, may generate uncertainties and inconsistencies, and can be manipulated. Nonetheless, the promise of direct democracy should not be dismissed. Direct democracy is much more than a simple, pragmatic second choice when representative democracy seems not to be working as expected. Properly designed, it can empower citizens, breaking through some of the institutionalized barriers to accountability that arise in representative systems.
