Sin embargo, acontecimientos como las tensiones étnicas en Yugoslavia, los conflictos en Haití, el genocidio en Rwanda, entre otros hechos, han mostrado un escenario internacional en donde los conflictos han dejado de ser entre Estados y han pasado a ser entre sociedades y civilizaciones, con los consiguientes efectos negativos para la población de los lugares en donde se produjeron los referidos conflictos, que han tenido que soportar una sistemática y reiterada vulneración de sus derechos y libertades fundamentales... A través de la presente investigación, buscamos realizar un análisis y una exposición, desde el punto de vista jurídico, del importante papel que han asumido las ORs en el mantenimiento de la paz y seguridad internacionales a partir de 1992, cuando se emitió «Una Agenda para la Paz». De esta manera, se ha recopilado y analizado el pasado de este proceso de regionalización; igualmente, se han evaluado las circunstancias que enmarcan su presente, teniendo en cuenta el ámbito jurídico, las circunstancias en que se desarrolla y la constante interacción entre los actores de dicho proceso. Para a partir de ello, contribuir a consolidar un futuro más idóneo para tales OMPs y una mejor consecución de sus objetivos, en colaboración con las Naciones Unidas y de acuerdo a las disposiciones de la Carta de las Naciones Unidas.

Acts of organized violence are not necessarily of human nature, but they are endogenous events arising within the an intrinsic part evolution of complex systems of social interaction. To be sure, all wars have features in common - people are killed and property is destroyed - but in their origin wars are likely to be at least as different as the social structures from which they arise. Consequently, it is unlikely that there can be a simple theory of the causes of war or the maintenance of peace. The fact that wars are historical events need not discourage us. On the contrary, we should focus our understanding of the dimensions of each conflict, or classes of conflict, on the conjuncture of causes at hand. It follows that the study of conflict must be an interdisciplinary one. It is or a penchant for eclecticism that leads to that conclusion, but the not humility multi-dimensionality of war itself.
