Los combatientes armados en ambos pa ses han ahora formado sus propios partidos pol ticos, han participado en elecciones y han obtenido puestos en el Congreso. Sin embargo, muchos problemas persisten y la democracia dista de estar consolidada. La democratizacin en ambas sociedades, se ve confrontada con muchos problemas antiguos y por nuevos desaf os. Sin duda alguna la paz ha tenido un impacto en la democratizacin, pero algunas ireas han avanzado mis que otras y algunas pueden haberse incluso estancado. Existen diversos estudios individuales acerca de los procesos de negociacin e implementacin de la paz en Guatemala y El Salvador. Sin embargo, se ha escrito muy poco desde una perspectiva comparada. Ademis, se han llevado a cabo pocos anilisis integrales acerca del desarrollo democritico reciente en esos pa ses. En este libro, dos equipos de investigacin utilizan nueva informacin y t(r)cnicas mltiples de investigacin comparada para presentar un perfil actualizado del proceso de democratizacin en ambos pa ses y una evaluacin de la interaccin existente entre la paz y la democratizacin."

This is the question Gregory Weeks poses in his study of Chile from 1990 onward. He explains how the Chilean military has maintained a high level of political influence in the tumultuous aftermath of dictatorial rule by Army General Augusto Pinochet, thus confounding a smooth transition to civilian authority. Even after the reins of power were officially handed over in 1990, Pinochet continued as commander in chief of the army until 1998, when he took a lifetime seat in the Senate and led the military's efforts to retain its legal and constitutional prerogatives while limiting civilian oversight of military affairs. This assertion of guardianship by the military has produced a political tug-of-war between it and civilian authorities the two contenders for political primacy in Chile. In addition to recounting the historical background of this situation, Weeks's study examines where conflict between these two contenders has been most productive and accord has been highest. His findings suggest that formal contacts, conducted through formal institutions, have been the most conducive to civil supremacy and, therefore, the consolidation of democracy. Based on interviews, government documents, military journals, newspapers, and other archival sources, The Military and Politics in Postauthoritarian Chile describes how presidents, military officers, members of Congress, and judges have interacted since the end of the military regime. It investigates how such missions affect military organizations and civil-military relations as countries transition to a more democratic system. Two-thirds of the UN’s peacekeepers come from developing nations, many of which are transitioning to democracy as well. The assumption is that these “blue helmet” peacekeepers learn not only to appreciate democratic principles through their mission work but also to develop an international outlook and new ideas about conflict prevention. Arturo C. Sotomayor debunks this myth, arguing that democratic practices don’t just “rub off” on UN peacekeepers. So what, if any, benefit accrues to these troops from emerging democracies? Indeed, in no country that has initiated a process of holding the military accountable to civilian control has the military openly rebelled. Yet, the institutions and public attitudes that guarantee democratic civilian control of the military exist in a general context of political polarisation, citizen insecurity and in many countries a sense of developing ungovernability. The military coup in Honduras (2009), the military response to the police rebellion in Ecuador (2010), and the speculation concerning the Venezuelan military's behaviour in the event that Hugo Chavez is incapacitated or dies (2013), demonstrates the relevance and importance of the civil-military relationship today. In this volume leading scholars from Latin America, the U.S. and Spain debate the ability of contemporary Latin American civil-military relationships to weather these challenges.
