Available in PDF, EPUB and Kindle. Book excerpt: Today, even the largest development organizations are turning to agile methodologies, seeking major productivity and quality improvements. However, large-scale agile development is difficult, and publicly available case studies have been scarce. Now, three agile pioneers at Hewlett-Packard present a candid, start-to-finish insider’s look at how they’ve succeeded with agile in one of the company’s most mission-critical software environments: firmware for HP LaserJet printers. This book tells the story of an extraordinary experiment and journey. Could agile principles be applied to re-architect an enormous legacy code base? Could agile enable both timely delivery and ongoing innovation? Could it really be applied to 400+ developers distributed across four states, three continents, and four business units? Could it go beyond delivering incremental gains, to meet the stretch goal of 10x developer productivity improvements? It could, and it did—but getting there was not easy. Writing for both managers and technologists, the authors candidly discuss both their successes and failures, presenting actionable lessons for other development organizations, as well as approaches that have proven themselves repeatedly in HP’s challenging environment. They not only illuminate the potential benefits of agile in large-scale development, they also systematically show how these benefits can actually be achieved. Coverage includes: • Tightly linking agile methods and enterprise architecture with business objectives • Focusing agile practices on your worst development pain points to get the most bang for your buck • Abandoning classic agile methods that don’t work at the largest scale • Employing agile methods to establish a new architecture • Using metrics as a “conversation starter” around agile process improvements • Leveraging continuous integration and quality systems to reduce costs, accelerate schedules, and automate the delivery pipeline • Taming the planning beast with “light-touch” agile planning and lightweight long-range forecasting • Implementing effective project management and ensuring accountability in large agile projects • Managing tradeoffs associated with key decisions about organizational structure • Overcoming U.S./India cultural differences that can complicate offshore development • Selecting tools to support quantum leaps in productivity in your organization • Using change management disciplines to support greater enterprise agility

Book excerpt: This open access book describes and reviews the development of the quality control mechanisms and methodologies associated with IEA’s extensive program of educational research. A group of renowned international researchers, directly involved in the design and execution of IEA’s international large-scale assessments (ILSAs), describe the operational and quality control procedures that are employed to address the challenges associated with providing high-quality, comparable data. Throughout the now considerable history of IEA’s international large-scale assessments, establishing the quality of the data has been paramount. Research in the complex multinational context in which IEA studies operate imposes significant burdens and challenges in terms of the methodologies and technologies that have been developed to achieve the stated study goals. The demands of the twin imperatives of validity and reliability must be satisfied in the context of multiple and diverse cultures, languages, orthographies, educational structures, educational histories, and traditions. Readers will learn about IEA’s approach to such challenges, and the methods used to ensure that the quality of the data provided to policymakers and researchers can be trusted. An often neglected area of investigation, namely the consequential validity of ILSAs, is also explored, examining issues related to reporting, dissemination, and impact, including discussion of the limits of interpretation. The final chapters address the question of the influence of ILSAs on policy and reform in education, including a case study from Singapore, a country known for its outstanding levels of achievement, but which nevertheless seeks the means of continual improvement, illustrating best practice use of ILSA data.

Book excerpt: On behalf of the PROFES Organizing Committee we are proud to present the proce- th ings of the 10 International Conference on Product Focused Software Process - provement (PROFES 2009), held in Oulu, Finland. Since the first conference in 1999, the conference has established its place in the software engineering community as a respected conference that brings together participants from academia and industry. The roots of PROFES are in professional software process improvement motivated by product and service quality needs. The conference addresses both the solutions found in practice as well as relevant research results from academia. To ensure that PROFES retains its high quality and focus on the most relevant research issues, the conference has actively maintained close collaboration with industry and sub- quently widened its scope to the research areas of collaborative and agile software development. A special focus for 2009 was placed on software business to bridge research and practice in the economics of software engineering. This enabled us to cover software development in a more comprehensive manner and tackle one of the most important current challenges identified by the software industry and software research community – namely, the shift of focus from “products” to “services. ” The current global economic downturn emphasizes the need for new methods and so- tions for fast and business-oriented development of products and services in a gl- ally distributed environment.

Book excerpt: This important contribution to the issue of renewable energy describes the technical and economical requirements of mass-produced solar thermal power plants, from the different types of power plants to the development needs and a massive development program. The authors - renowned and experienced experts in the field - show that solar thermal power plants, because of their simple technology, are easy to build with high production rates and therefore can play a substantial role in the rapid substitution of fossil fuels. On the basis of solar thermal power (using long distance transmission) and coal from substituted coal plants, a future energy system is described supplying gas and liquid fuels. This is the first discussion of a complete concept, of a crash-strategy, for the partial replacement of oil and natural gas.

Available in PDF, EPUB and Kindle. Book excerpt: The global development community is teeming with different ideas and interventions to improve the lives of the world's poorest people. Whether these succeed in having a transformative impact depends not just on their individual brilliance but on whether they can be brought to a scale where they reach millions of poor people. Getting to Scale explores what it takes to expand the reach of development solutions beyond an individual village or pilot program so they serve poor people everywhere. Each chapter documents one or more contemporary case studies, which together provide a body of evidence on how scale can be pursued. The book suggests that the challenge of scaling up can be divided into two solutions: financing interventions at scale, and managing delivery to large numbers of beneficiaries. Neither governments, donors, charities, nor corporations are usually capable of overcoming these twin challenges alone, indicating that partnerships are key to success. Scaling up is mission critical if extreme poverty is to be vanquished in our lifetime. Getting to Scale provides an invaluable resource for development practitioners, analysts, and students on a topic that remains largely unexplored and poorly understood. Scott Ambler shows readers how to successfully deliver large-scale applications using object technology and carefully describes how one develops applications that are truly easy to maintain and to enhance. He shows how such projects can be supported and points out what is necessary to ensure that one's development efforts are of the best quality. His object-oriented software process (OOSP) is geared toward medium to large-size organizations that need to internally develop software to support their main line of business. Developers and project managers who have just taken their first OO development course will find this book essential. It describes the only OOSP to take the true needs of development into consideration, including cross-project, maintenance, operations, and support issues. This book uses the Unified Modeling Language (UML).
