Book excerpt: New suburban communities have sprung up all over America, while industrial plants and other commercial districts in the inner city have been left to decay. Nowhere is this more evident that the midwestern United States, where newly formed communities have funneled jobs and income from the inner city. Generally known as sprawl, the problem is particularly acute in those metropolitan areas where deconcentration is taking place-decline in the central city coupled with suburban growth. This process creates benefits in the sububrs, but also increasingly poses costs in the form of congestion and increased infrastructure costs. When Corporations Leave Town analyzes and develops a consistent and comprehensive cost-benefit analysis of employment deconcentration, focussing on central cities and their suburbs. Sprawl and deconcentration have become big issues in Vice President Albert Gore's presidential campaign, and are the subject of a growing number of policy initiatives, conferences, and research efforts by organizing such as the Urban Land Institute, the National Homebuilders Association, and the Brookings Institute. Joseph Persky and Wim Wiewel compare the costs and benefits of a firm's locating in the central city with locating in the suburbs. They use a hypothetical model of a large manufacturing plant and a business services office in the Chicago metropolitan area to calculate tangible and intangible costs such as population and traffic congestion, air pollution, housing abandonment, loss of farmland, tax liabilities, and the strain put on suburban public resources. Persky and Wiewel then explore a broad range of public policies advocated for reversing or mitigating metropolitan deconcentration.

Do they have their headquarters in Berlin? Are there any industry specifics? Who are the owners of the companies? What role do stock market listings play? What is the financial impact of their personnel expenses? How widespread is co-determination in these companies? To what extent do companies participate in vocational training? As the study shows, the largest 50 companies in Berlin account for more than every sixth employee and for every fourth trainee, in total the companies spent for personnel expenses - about half as much as the Berlin Senate budget. The companies therefore have an enormous regional economic role. With regard to employee participation, it can be seen that although works councils are generally widespread at plant level, only about seven out of ten employees are represented by employee representatives on the supervisory boards of all the large companies. After all, almost two out of five companies have no co-determination in their supervisory boards. At the same time, the study shows that companies with parity co-determination have a disproportionately large number of employees in relation to their number and record an above average in personnel expenses. Finally, companies with a strong anchoring of co-determination in the supervisory board are more strongly involved in vocational training. This is particularly relevant because the majority of companies have very low training rates.

This study examines nationwide attitudes, practices, and policies of private employers toward hiring youth. A survey was conducted in 1981-82 among a random cross-sample of 535 private employers taken from the Equal Employment Opportunity Commission Employer Information Report list (EEO-1). The major findings and recommendations were as follows: (1) strategies are needed to facilitate young workers' moving into long-term, higher-paying occupations; (2) private industry should adopt more flexible guidelines to increase teenagers' securing full-time, entry-level positions; (3) advancement opportunities for young workers must increase, especially in service firms and medium-sized and large businesses; (4) most employers surveyed believe that young people perform as well as adults in most areas; (5) the number of private industry-initiated job programs for minority youth should increase; (6) employers need to be made more aware of government programs designed to increase employment opportunities for youth; (7) studies should be done to find out why nearly half of the employers surveyed do not think that a subminimum wage differential will increase young people's job opportunities; (8) employers' willingness to hire minority youths is based on their commitment to helping disadvantaged young people more than on the level of wage subsidy offered; (9) and teaching basic skills in school and skills training on the job must be emphasized to increase youth employability.
