It battled for the country's re-unification and illustrates historical events in different periods, showing how people's lives have developed in the struggle for a better future. During the period 1975-2000, there were two changes in Laos. In 1975 the Lao People's Democratic Republic was established and in 1986 the Lao government adopted a policy of reform called the New Economic Mechanism (NEM) (Ministry of Agriculture and Forestry. Lao. 1996). This thesis analyses the mass media during the 25 years (1975-2000) in two periods: 1975-1985, when a centralized planning economy was employed and 1986-2000 when the country moved from centralised planning to a market-oriented economy. It describes changes in the structure of institutions in the context of internal political shifts and takes into account global, technological and economic changes which are commonly referred to as 'globalisation.' The study seeks to demonstrate how media institutions and their relationship to the Government have changed in the time of reform. There is also focus on changes of readers, audiences and media content, and possible future changes in the Lao media are also discussed.

They must simultaneously meet the goals of Education for All (EFA) at the basic education level and of developing a more sophisticated workforce required by the knowledge-based economy at the post-basic, especially tertiary, education level. To meet this challenge, developing countries need to reform/renovate their education systems and service deliveries as an integral part of national development. However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. We also address how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization.

More recently, agrarian environments have been transformed by processes of de-agrarianization, urbanization, migration, and new forms of primitive accumulation. Even the classic agrarian question of how the social relations of agriculture will be influenced by capitalism has been reformulated at critical historical moments, reviving or producing new debates around the importance of land control. The authors in this volume focus on new frontiers of land control and their active creation. These frontiers are sites where established power relationships are challenged by new enclosures and property regimes, producing new social and environmental dynamics in their stead. Contributors examine labor and production processes engaged by new configurations of actors, new agrarian and environmental subjects and the networks connecting them, and new legal and violent means of challenging established or imminent land controls. Overall we find that land control still matters, though in changed degrees and manners. Land control will continue to inspire struggles for a long time. How can we tell when a country is likely to remain stuck in a cycle of violence? What factors suggest it might be “ripe” for stabilizing and peace building? The authors studied four cases: Chad is stuck in a cycle of violence, while El Salvador, Laos, and Mozambique have had different results in their transitions from violence to stability to peace. Conflicts without internal cohesion of combatants or pressure from foreign patrons to stop fighting are probably not ripe for stabilizing. Where there are subnational or regional actors committed to violence, post-conflict peace building is not likely to succeed without enforcement capacity to contain violence or demonstrated commitments to increasing political inclusion and making material improvements in the lives of residents.

Precapitalist social structures both persist and are transformed into a particular configuration of classes. This entails increasing social inequality, a widening range of habitus and new forms of ethos. This book pursues the theoretical aim of shedding light on the old question raised by Max Weber about the relation between capitalism, ethos and society. The empirical study consists of a description of the social structures, their embodiment in the habitus and world-views in Laos against the background of a critical revision of Pierre Bourdieu’s sociology. To achieve these aims, the author develops a qualitative methodology as neither Weber nor Bourdieu explained how to empirically study habitus and ethos. The empirical material for the book was gathered over a period of more than five years and comprises several hundred life-course interviews in all sections of Lao society as well as a representative quantitative survey. The author argues that precapitalist social structures persist and continue to shape the social fabric of contemporary Laos. At the same time, they are transformed by global and local capitalism. The book shows how the hierarchies contained in each structure shape the habitus of the Lao population and how these in turn influence the development of a capitalist and a religious ethos. The argument makes use of Pierre Bourdieu’s sociology and adapts it to the setting of Laos by introducing new as well as indigenous concepts. While social structure, habitus and beliefs are subject to a capitalist transformation and unification, the newly emerging classes and milieus are not copies of Western forms but retain their local history. Filling a gap in the literature on Laos and offering new perspectives on core concepts such as habitus, class, lifestyle, work ethic and its religious underpinnings, this book will be of interest to academics in the fields of Sociology, Religious Studies, and Southeast Asian Studies.
