Book excerpt: This book introduces a new and still emerging theoretical framework for understanding language shift and uses this approach to explore a range of minority language communities in the United States. To date, approaches to language shift have typically relied on explaining the process through descriptive sociolinguistic models, i.e., how the community first becomes bilingual in both the majority and minority languages and then eventually shifts entirely to the majority language. The contributions in this volume instead attribute shift to a change from local control of tightly interconnected 'horizontal' institutions within a community to more external or 'vertical' control of those increasingly autonomous institutions outside the community; in short, language shift is driven by specific changes in community structure. In addition, unlike previous approaches to language shift, the one proposed here is generalizable. Following an introduction to the theory, the main five chapters in the book offer case studies of individual language communities, in different contexts and different periods. The final three chapters of the book take a broader perspective, looking beyond the United States: two leading specialists in the field provide critical commentaries on the theoretical approach and offer refinements to a theory of language shift, before a concluding chapter draws together the findings of the case studies and reflections on the commentaries. The volume will appeal to researchers and students in the fields of language revitalization, community studies, sociolinguistics, and social history.

This work, based on policy analysis and ethnographic data, addresses this deficit. It examines how neoliberalism, the dominant economic orthodoxy of recent decades, has impacted the vitality of Irish in the Republic of Ireland since 2008. Drawing on concepts well established in public policy studies, but not prominent in the subfield of language policy, the neoliberalisation of Irish-language support measures is charted, including the disproportionately severe budget cuts they received. It is argued that neoliberalism’s antipathy towards social planning and redistributive economic policies meant that supports for Irish were inevitably hit especially hard in an era of austerity. Ethnographic data from Irish-speaking communities reinforce this point and illustrate how macro-level economic disruptions can affect language use at the micro-level. Labour market transformations, emigration and the dismantling of community institutions are documented, along with many related developments, thereby highlighting an issue of relevance to communities around the world, the fundamental tension between neoliberalism and language revitalisation efforts.

Can the grammatical and lexical architectures of individual languages influence what speakers express? To answer these questions, this book studies the expression of emotions in two languages on each side of a shift: Kriol, an English-based creole spoken in northern Australia, and Dalabon (Gunwinyguan, non-Pama-Nyungan), an Australian Aboriginal language that is being replaced by Kriol. This volume is the first to explore the influence of the formal properties of language on the expression of emotions, as well as the first description of the linguistic encoding of emotions in a creole language. Today an increasing number of Navajos speak only English, while very few speak only Navajo. The Navajo language continues to be taught, but it is less often practiced. Deborah House asks why, despite the many factors that would seem to contribute to the maintenance of the Navajo language, speakers of the language continue to shift to English at such an alarming rate—and what can be done about it. Language Shift among the Navajos provides a close look at the ideological factors that intervene between the desire of the Navajos to maintain their language as an important aspect of their culture and their actual linguistic practice. Based on more than ten years of fieldwork within a Navajo institution and community, it points to ideologies held by Navajo people about their unequal relationship with the dominant American society as a primary factor in the erosion of traditional language use. House suggests that the Navajos employ their own paradigm—Sa’ah Naagháí Bik’eh Hózhóón—to learn both Western language and culture and their own without denigrating either perspective. By building on the traditional Navajo belief in harmony and balance, she advocates that those who value the language should use and teach it not just in school but also in the home, in the ceremonial hogans, and among those who cherish their heritage. Now is the time when language choices and behavior will influence whether the Navajo language lives or dies. House's book carries important lessons for anyone concerned with cultural continuity. It is a wake-up call for educators, youth, politicians, or family and community members who value Native language and culture. It remains to be seen in what language that call will be answered.

The phenomenon of indexical shift—whereby indexicals embedded in speech or attitude reports draw their meaning from an attitude event rather than the utterance context—has been reported in languages spanning five continents and at least ten language families. In this book, Amy Rose Deal offers a comprehensive overview of the semantics and syntax of indexical shift and develops a constrained typology of the phenomenon across languages—a picture of variation that is both rich enough to capture the known facts and restrictive enough to make predictions about currently unknown data points. Deal draws on studies of indexical shift in a broad range of languages, focusing especially on Nez Perce, Zazaki, Korean, and Uyghur. Using new data from fieldwork, Deal presents an in-depth case study of indexical shift in the Nez Perce language, and uses this evidence to propose a novel theoretical approach based on the meaning and grammar of shifty operators. She explores several dimensions of variation related to indexical shift across and within languages, showing how the cross-linguistic patterns can be explained (and constrained) within the shifty operator view. Finally, she contrasts indexical shift with surface-similar phenomena, clarifying the controls needed to test the constrained typology on new data sets.
