He argues that the causes of many of the language-based conflicts in the world today still lie with the nation-state and its preoccupation with establishing a 'common' language and culture via mass education. The solution, he suggests, is to rethink nation-states in more culturally and linguistically plural ways while avoiding, at the same time, essentializing the language-identity link. This edition, like the first, adopts a wide interdisciplinary framework, drawing on sociolinguistics, applied linguistics, sociology, political theory, education and law. Book excerpt: This book offers an inclusive perspective on the constellation of languages in Europe by taking into account official state languages, regional minority languages and immigrant minority languages. Although "celebrating linguistic diversity" is one of the key propositions in the European discourse on multilingualism and language policies, this device holds for these three types of languages in a decreasing order. All three types of languages, however, are constituent parts of a multilingual European identity and should be taken into account in any type of language policy. Both facts and policies on multilingualism and plurilingual education are addressed in case studies at the national and European level. The selection of case studies is based on a careful weighing of geographical spread of countries and languages across Europe on the one hand, and availability of established expert knowledge on the other. After an Introduction to the theme of the book (Guus Extra and Durk Gorter), Part I deals with official state languages with a focus on the spread of English as lingua franca across Europe (Juliane House), on French and France (Dennis Ager), on Polish in Poland and abroad (Justyna Lesniewśka), and on language constellations in the Baltic States (Gabrielle Hogan-Brun). Book excerpt: Khazanov's astute assessments of ethnic and political strife in Russia, in Chechnia, in Central Asia, in Kazakhstan, among the Meskhetian Turks, and among the Yakut of Eastern Siberia illuminate the interconnections between nationalism, ethnic relations, social structures, and political process in the waning days of the USSR and in the new independent states. Exploring the Soviet nationality policy and its failure to satisfy national aspirations, Khazanov demonstrates the fatal flaws of totalitarian rule and the impossibility of reforming it. Khazanov cautions that the liberal democratic direction of current transformations in the former Soviet Union should not be taken for granted. For most of the independent states, he points out, departing from totalitarianism requires creation of a civil society for the first time in their history. The state's partial retreat from the public sphere leaves a dangerous institutional vacuum, in which nationalism is emerging as the dominant ideology. He warns that this new, post-totalitarian society is still a far cry from a genuine liberal democracy and, despite its inherent instability, may turn out to be a long-lasting phenomenon.
