She shows how, over the last century, processes of state formation, construction of ethnic identity, and regional security concerns have contributed to very different outcomes for Akha and their forests in China and Thailand, with Chinese Akha functioning as citizens and grain producers, and Akha in Thailand being viewed as "non-Thai" forest destroyers. The modern nation-state grapples with local power hierarchies on the periphery of the nation, with varied outcomes. Citizenship in China helps Akha better protect a fluid set of livelihood practices that confer benefits on them and their landscape. Denied such citizenship in Thailand, Akha are helpless when forests and other resources are ruthlessly claimed by the state. Drawing on current anthropological debates on the state in Southeast Asia and more generally on debates on property theory, states and minorities, and political ecology, Sturgeon shows how people live in a continuous state of negotiated boundaries - political, social, and ecological. Book excerpt: In the Later Han period the region covering the modern provinces of Gansu, southern Ningxia, eastern Qinghai, northern Sichuan, and western Shaanxi, was a porous frontier zone between the Chinese regimes and their Central Asian neighbours, not fully incorporated into the Chinese realm until the first century BCE. Not surprisingly the region had a large concentration of men of martial background, from which a regional culture characterized by warrior spirit and skills prevailed. This military elite was generally honoured by the imperial centre, but during the Later Han period the ascendancy of eastern-based scholar-officials and the consequent increased emphasis on civil values and de-militarization fundamentally transformed the attitude of the imperial state towards the northwestern frontiersmen, leaving them struggling to achieve high political and social status. From the ensuing tensions and resentment followed the capture of the imperial capital by a northwestern military force, the deposing of the emperor and the installation of a new one, which triggered the disintegration of the empire. According to the Lienü zhuan, or Categorized Biographies of Women, it was not only appropriate but necessary for women to step in with wise counsel when fathers, husbands, or rulers strayed from the path of virtue. Compiled toward the end of the Former Han dynasty (202 BCE-9 CE) by Liu Xiang (79-8 BCE), the Lienü zhuan is the earliest extant book in the Chinese tradition solely devoted to the education of women. Far from providing a unified vision of women's roles, the text promotes a diverse and sometimes contradictory range of practices. At one extreme are exemplars resorting to suicide and self-mutilation as a means to preserve chastity and ritual orthodoxy. At the other are bold and outspoken women whose rhetorical mastery helps correct erring rulers, sons, and husbands. The text provides a fascinating overview of the representation of women's roles in early legends, formal speeches on statecraft, and highly fictionalized historical accounts during this foundational period of Chinese history.
