An important step in resolving some of these issues is to ensure that participants clearly understand the dynamic and spatial interactions between the military community s mission and land use needs, and the adjacent community s goals, planning policies, and probable spatial growth patterns. The military Land use Evolution and impact Assessment Model (mLEAM) represents an innovative approach to simulating the evolution of urban systems in a spatial and dynamic visual decision support tool. Based on the Land use Evolution and impact Assessment Model (LEAM) developed at the University of Illinois, mLEAM uses a Cellular Automata (CA) approach tightly coupled with an open architecture to develop land-use transformation simulations that are targeted toward military specific applications. The simulations are evaluated for probable impacts so real time what-if scenarios can be played out across multiple stakeholders.

Together, the bases constitute a significant portion of the regional economy, directly accounting for nearly one out of every four jobs, and generating about 21 percent of regional earnings. In recent years, there has been increased local public interest in the noise and safety impacts that these training exercises can have on local communities in the vicinity of the bases. In 1989, a joint land use task force of local government officials, DoD representatives, and local citizens was formed to address the noise and safety issues in the Fort Bragg area. In 1991, the task force issued a Joint Compatible Land Use Policy Study. Building on this study, the Logistics Management Institute (LMI) examined the fiscal implications associated with compatible land use for the four counties in the area that are most affected by Fort Bragg's military operations: Cumberland, Harnett. Hoke, and Moore. The fiscal impacts of adopting compatible land uses are negligible largely because the substantial amounts of land are available for development out-side of the areas affected by proposed restrictions. Local jurisdictions have the ability to direct intensive development away from areas affected by military operations without incurring any significant costs. However, military authorities do not have the same flexibility. In most cases, military operations cannot be moved from their existing training sites without incurring additional costs.

The air installations' studies have provided useful information for local governments to plan compatible land uses and for the Government to act on pending incompatible development. The air bases' efforts in cooperating with communities, reporting on the need for compatible land use, and making operational changes have, in most cases, been successful in lessening the impact of flight activities on base environs and in furthering land use needs. The approaches of both the Navy and the Air Force to acquiring property interests are sound in principle. Both policies must weigh the risks of dependence on local control of land use against the costs of purchasing land or land rights.
