The examples were obtained from published literature and project descriptions and discussions with persons knowledgeable in the planning and execution of dredging projects. The examples are from 19 states and six foreign countries. The sites range from those filled over 50 years ago, which have been used productively for many years, to projects in various stages of development. Projects are documented within the following land use categories: recreational, industrial/commercial, agricultural, institutional, material transfer, waterway related, and multiple purpose. Based on the examples cited and information analyzed during the study, the site-selection process is discussed from historical and modern perspectives. Examples of recent processes and approaches to candidate site selection implemented by communities in the United States and abroad are described. Productive land uses tend to fall within a hierarchy of complexity and intensity. It is suggested that this hierarchy is accompanied by a need on the part of the sponsor or developer to recognize and deal with a greater number of planning conditions to achieve a greater land use intensity. These planning conditions are interrelated to several identifiable planning actions that, if properly undertaken, can significantly enhance the productive use of the landform created at the disposal site.

Book excerpt: This report synthesizes information from Task 5D of the U.S. Army Corps of Engineers' Dredged Material Research Program. This task examined the concept of using dredged material to create land and concurrently assessed the economic, technical, environmental, institutional, legal, and social incentives and constraints on the development of dredged material containment areas. The creation of productive land with dredged material is particularly attractive, because this option provides for the disposal of dredged material and additional benefits can be realized from the new land itself. This concept requires the planner/engineer to combine confined land disposal practices with sound land use planning for successful project implementation. Also contained are guides on the legal framework in which the Corps must work for successful land use of dredged material containment areas and on a system for economic evaluation of land created from disposal areas so that ultimate land use might be included in the final economic evaluation. Finally the report delineates and discusses seven policy and five planning issues that must be resolved at the Corps' policy and planning development level if the Corps is to assume a more active role in disposal-productive use planning for containment areas.

Book excerpt: The principal areas of investigation were those laws and regulations of Federal, state, or local origin which have the effect of encouraging or discouraging productive end uses of new land created by the confined disposal of dredged material produced by navigation channel improvement projects. A search was made for all Federal laws and regulations and the laws of the 16 states in which most of the confined disposal activities are taking place. The charters and regulations issued by the port districts or port authorities in the 16 states were also reviewed. All laws and regulations that were found that could have an impact on land use decisions, including procedures for preparation and review of environmental impact assessments, are summarized in this report. The most restrictive provisions were incorporated into a series of scenarios for the application of permits to make productive uses of filled dredged material containment areas, and these were analyzed to assist in the development of strategies for overcoming the legal constraints on end use of this land.

Book excerpt: Nine dredged material land containment areas, located at upland, lowland, and island sites, were monitored during hydraulic dredging operations in fresh- and brackish-water riverine, lake, and estuarine environments. Influent-effluent sampling at the diked disposal areas showed that, with proper retention of suspended solids, most chemical constituents could be removed to near or below background water levels. Most heavy metals, oil and grease, chlorinated pesticides, and PCB's were almost totally associated with solids in both the influent and effluent samples. The only chemical parameters which failed to show average decreases of less than 90 percent in total effluent samples include: titanium (89 percent), manganese (88 percent), potassium (78 percent), magnesium (64 percent), ammonium nitrogen (57 percent), mercury (46 percent), op DDE (46 percent), and pp DDE (21 percent). Book excerpt: Results of detailed engineering studies regarding use of dredged material to expand an existing marshland area are presented. Sampling and testing programs are described that allowed determination of the suitability of channel sediment for use as marsh substrate. Foundation studies indicated conditions at the demonstration site are adequate for construction of a containment facility. A methodology for correlation of in situ channel sediment volume and containment area volume is presented. The methodology incorporates basic principles of containment area volumetric sizing and accounts for consolidation of the newly placed marsh substrate. Laboratory tests using a full height column were performed to simulate the sedimentation phase of the dredging process. Conventional consolidation tests were then performed on samples taken from the column for evaluation of the consolidation phase. Evaluation were made regarding containment sizing for retention of suspended solids, containment area operation, and procedures for placement of dredged material. Results of retaining dike stability analyses, dike settlement analyses, and erosion protection requirements are presented. Availability of construction materials for the containment facility and recommended construction procedures are described.
