Book excerpt: First published in 1978, The End of Tradition is the history of four Surrey villages, the Horsleys and Clandons, close to London but isolated and protected from it by the Green Belt. Towards the end of the last century, a period of rapid change began in rural England as a new way of life centred on the nearby towns and cities replaced a traditional rural village life. Estates were broken up, agricultural life declined, village schools and parish councils were set up, and the pervasive influence of the village squire disappeared. But the coming of the railway, and later the motor car, provoked the most fundamental changes, for the isolation of the village was ended. The railway linked the villages of Surrey with London. In exclusive housing estates of detached homes in culs-de-sac, the exceptionally high status of the village was enhanced by the efforts of the newcomers to protect their new style of life through the most comprehensive countryside protection system in Britain. This is a must read for students and scholars interested in British history and sociology.

Book excerpt: To a remarkable extent, students of location problems have fastened attention upon industrial and urban matters rather than upon agricultural and rural affairs. The preponderance of the former studies undoubtedly reflects the relative importance of the manufacturing and commercial sectors of the technically more advanced countries where most students of location matters have in the past resided. Perhaps it has also seemed that the locational problems posed by city life and factory employment are more amenable than those of the countryside to rigorous analysis.

Book excerpt: Few people have any coherent idea of whether the shifts taking place in land-use structure are critically important for us all, or whether they are largely immaterial. This book (originally published in 1981) by setting down a more quantified and carefully researched statement and appraisal of land-use structure and change than had previously been attempted, shows that much of the conventional wisdom about land use can be shown to be incorrect or very suspect. Land-use planning has often been built on the insecure foundation of myth rather than reality, the author maintains. Land Use and Living Space shows that much of the perceived land problem in Britain is not substantiated by evidence on the ground and concludes that there is no real ‘problem’ at all. This analysis was a welcome contribution to the debate during the 1970 and 80s about the true state of land use in Britain, Europe and the USA.

Available in PDF, EPUB and Kindle. Book excerpt: This report is one of a series of reviews, commissioned by the Chancellor of the Exchequer, to accompany the pre-Budget report 2006 (to be published 6 December 2006, Cm. 6984, ISBN 0101698429). It sets out recommendations to reform the planning system in England in support of sustainable economic growth and prosperity, whilst securing delivery of wider objectives including promoting community involvement, supporting local democracy and enhancing the environment. Key issues identified include the need: to ensure the planning system is more responsive to the market whilst delivering sustainable development; to ensure the appropriate use of land and to better manage the growing demand for development land; to streamline the planning system to increase certainty, reduce complexity and costs; to enhance the speed and quality of local authority decision-making; and to improve the appeals system to reduce delays. Recommendations include: the introduction of a new system for dealing with major infrastructure projects, based around national Statements of Strategic Objectives, and with a new independent Planning Commission to determine applications; the promotion of a positive planning culture within the plan-led system so that applications should be approved unless there is good reason to believe that the environmental, social or economic costs will exceed respective benefits; encouraging planning bodies to review their green belt boundaries to promote sustainable new development beyond towns and cities; and removal of the need for minor commercial developments that have little wider impact to require planning permission.
