Book excerpt: For decades, policymakers and development practitioners have debated benefits and threats of property rights formalization and private versus customary tenure systems. This paper provides insights into the challenges in understanding and empirically analyzing the relationship between tenure systems and agricultural investment, and formulates policy advice that can support land tenure interventions. We focus on Ghana, based on extensive qualitative fieldwork and a review of empirical research and policy documents. Comparing research findings is challenging due to the use of different indicators, the varying contexts, and the diversity of investments. The interaction between land rights and investment make establishing causality extremely difficult. Setting policy priorities and strategies requires more and better insights into the diverse responses of different stakeholders and the tenure and cropping systems involved.

Book excerpt: The report highlights the long history of commodification of land and labour in Ghana, linked to speculative activities and more recently to the activities of international capital, agribusiness, international agricultural centres, and agencies of the state. It makes the case for a new land, agrarian and natural resource regime that prioritises domestic economic needs to provide security of livelihood to the generality of the people.

Book excerpt: The devastating environmental effects of deforestation and the exploitation of other natural resources in the developing world have been well documented, yet their impact on local communities has received far less attention. This volume fills this gap by looking at how land degradation and deforestation are being addressed at the local level, where households have experienced the reduction of farm size and the decline of natural resources. Through a comparison of Asia and Africa, Land Tenure and Natural Resource Management examines the evolution of land tenure institutions within diverse cultural, natural, and policy environments. Specific topics include the evolution of customary land tenure, the impacts of land tenure policies, and common property management. The editors conclude that the best strategy for managing land and forest resources lies in promoting the establishment of property rights and investment in the improvement of the natural resource base. Topics Include: Issues and Theoretical Framework; Quantitative Methodology; Agroforestry Management in Ghana; Agroforestry Management in Sumatra; Tree and Cropland Management in Malawi; Customary and Private Land Management in Uganda; Management of State Land and Privatization in Vietnam; Common Property Forest Management in the Hill Region of Nepal; Timber Forest Management in Nepal and Japan Toward New Paradigms of Land and Tree Resource Management.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a significant contribution to the literature on land reform in various African contexts. While the economic evidence is clear that secure property rights are a necessary condition for catalysing broad-based economic development, the governance process by which those rights are secured is less clear. This book details the historical complexity of land rights and the importance of understanding this history in the process of trying to improve tenure security. Through a combination of single country case studies, comparative case studies and regional comparisons, the book is unequivocal that good governance is paramount for improving the performance of land reform programmes. All attempts at moving towards more formal secure tenure require congruence with informal norms, beliefs and values, and a set of clear systems and processes to avoid corruption and unintended negative consequences.

Book excerpt: Improving women’s access to land is high on the agricultural policy agenda of both governmental and non-governmental agencies. Yet, the determinants and rationale of gendered access to land are not well understood. This paper argues that gender relations are more than the outcomes of negotiations within households. It explains the importance of social norms, perceptions, and formal and informal rules shaping access to land for male and female farmers at four levels: (1) the household/family, (2) the community, (3) the state, and (4) the market. The framework is applied to Ghana. Norms on household and family organization and on men’s and women’s responsibilities and capabilities play a key role in gendered allocation of resources. However, these norms and perceptions are dynamic and evolve jointly with the development of markets and changes in values of inputs such as labor and land. Theoretical models that represent the gendered distribution of assets as the result of intrahousehold bargaining should be revised, and extrahousehold factors should be included. From a policy perspective, laws that ensure gender equality in terms of inheritance and a more gender-equitable distribution of property upon divorce can play a key role in improving women’s property rights. Yet, their impact may be limited where customary rights dominate and social norms and rules continue to discriminate according to gender.

Available in PDF, EPUB and Kindle. Book excerpt: How do women's land rights change as customary tenure systems give way to individualized land tenure? While the individualization of land rights creates incentives for poor farmers in marginal areas to adopt agroforestry, not much is known about its impact on women's land rights. Land, Trees, and Women examines the evolution of customary land tenure institutions in areas of Western Ghana and Western Sumatra where traditional matrilineal inheritance systems have been changing. In these two areas, the authors find that individualization of land tenure has contributed to both increased gender equity and greater efficiency in agroforestry management. While property rights institutions are moving toward providing proper incentives for efficient natural resource management, the authors conclude that any program or legal framework that assigns rights to resources must be evaluated for barriers to women's participation.

Book excerpt: Tenure security is believed to be critical in spurring agricultural investment and productivity. Yet what improves or impedes tenure security is still poorly understood. Using household- and plot-level data from Ghana, this study analyzes the main factors associated with farmers’ perceived tenure security. Individually, farmers perceive greater tenure security on plots acquired via purchase or inheritance than on land allocated by traditional authorities. Collectively, however, perceived tenure security lessens in communities with more active land markets and economic vibrancy. Migrant households and women in polygamous households feel less secure about their tenure, while farmers with political connections are more confident about their tenure security.
