Book excerpt: April 1997 The authors review the literature on land markets in South Asia to clarify what's known and to highlight unresolved issues. They report that: -We have a good understanding of why sharecropping persists and why it can be superior to other standard agricultural contracts. We have less understanding of what determines the relative efficiency of sharecropping in different environments and why other apparently superior contractual relationships are rare.-Insecure rights to land adversely affect production and investment incentives in areas outside of South Asia, but in South Asia strong evidence linking investment and rights to production is scarce.-An inverse relationship between farm size and output per unit area is a recurrent feature in data from South Asia, apparently related to land-labor interactions.-Although small farms seem to be more efficient than large ones, small farmers have trouble raising their profitability and enlarging their holding, largely because of credit constraints, but also because of poverty and policy that discriminates against them.-Misguided land reform in the past has made tenancy unattractive to landowners, so large capital-intensive farms have developed. Political economic analysis is needed to explain the failure of past land reform, as well as distortions in agricultural input and output markets in South Asia.-Land fragmentation (as distinguished from farm size) has caused productivity losses. Those losses have not been quantified and the reasons fragmentation persists are poorly understood.-Transaction costs are a significant impediment to functioning land markets. In South Asia, transfers of land rights are complicated by lack of explicit title to land, and by informal and customary rights.-One pressing research problem is gender discrimination, an important factor in land market imperfections -especially (within the household) the separation of land management and its control. Research needs include more systematic regional comparisons, the use of more panel data, and an investigation of how agricultural productivity is affected by gender problems and land fragmentation.

The report examines three critical and relatively understudied drivers of competitiveness: -Economies of agglomeration: firms and workers accrue benefits from locating close together in cities or clusters through urbanization and localization. -Participation in global value chains: stronger competitive pressures weed out least productive firms while others improve by gaining access to new knowledge and better inputs. -Firm capabilities: in order to operate close to what would be considered optimum efficiency levels given the prevailing factor prices and thus employ South Asia’s abundant labor. The report shows that South Asia has great untapped competitiveness potential. Realizing this potential would require the governments in the region to pursue second generation trade policy reforms for firms to better contribute to and benefit from global value chains (e.g. facilitating imports for exporters), to facilitate the development of industrial clusters in secondary cities (cheaper and less congested than the metros) as well as to deploy policies to improve the capabilities of firms.

This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.

Powers of Exclusion examines the key processes through which shifts in land relations are taking place, notably state land allocation and provision of property rights, the dramatic expansion of areas zoned for conservation, booms in the production of export-oriented crops, the conversion of farmland to post-agrarian uses, “intimate” exclusions involving kin and co-villagers, and mobilizations around land framed in terms of identity and belonging. In case studies drawn from seven countries, the authors find that four “powers of exclusion”—regulation, the market, force and legitimation—have combined to shape land relations in new and often surprising ways. Land debates are often presented as a conflict between market-oriented land use with full private property rights on the one side, and equitable access, production for subsistence, and respect for custom on the other. The authors step back from these debates to point out that any productive use of land requires the exclusion of some potential users, and that most projects for transforming land relations are thus accompanied by painful dilemmas. Rather than counterposing “exclusion” to “inclusion,” the book argues that attention must be paid to who is excluded, how, why, and with what consequences. The privatization of former social state housing through recent public-private partnerships is becoming increasingly prevalent in Third World as well as in Western countries. In most Third World countries, this shift has had profound effects upon the patterns of access of shelter. Drawing on studies of South Asian and other Third World contexts, as well as original in-depth empirical research from Amritsar, a city in North-West India, this book offers an analysis of the withdrawal of state housing provision. It develops and applies a unique model based on social status to analyze the new routes of access to housing and land by the urban poor. Its conclusions argue that these new privatization policies largely rely upon already existing informal and self-help settlements which continue to attract the poor and to be the largest housing providers in many cities, thus providing a ready-made safety net for such policies. The inter-linkages between the private state and the public market make up a highly diversified and complex picture of shelter arrangements being accessed by the poor which is reflected in the social differentiation and increasingly stratified housing market. The book argues that these partnership policies therefore have long-term implications upon social patterns of inclusion and exclusion which must be addressed.
