Available in PDF, EPUB and Kindle. Book excerpt: Greater Freedom offers a groundbreaking long-term community study of Wilson County, North Carolina. Charting the evolution of Wilson's civil rights movement, Charles McKinney argues that African Americans in Wilson created an expansive notion of freedom that influenced every aspect of life in the region and directly confronted the state's reputation for moderation. Through exhaustive research and a compelling narrative, McKinney chronicles the approaches and perspectives that blacks in this eastern North Carolina county utilized to confront white supremacy. In the face of violence, intimidation, and marginalization, voting rights activists, educational reformers, the collaboration of union members, students, and working class black women activists in Wilson built a grassroots movement that helped shape the course of the national civil rights movement in America.

Book excerpt: "Chapter 160D of the North Carolina General Statutes is the first major recodification and modernization of city and county development regulations since 1905. The endeavor was initiated by the Zoning and Land Use Section of the N.C. Bar Association in 2013 and emanated from the section's rewrite of the city and county board of adjustments statute earlier that year. This bill summary and its many footnotes are intended to help citizens and local governments understand and navigate these changes."--Page vii.

Available in PDF, EPUB and Kindle. Book excerpt: Late in the 1930s, the U.S. Department of Agriculture set up a national network of local organizations that joined farmers with public administrators, adult-educators, and social scientists. The aim was to localize and unify earlier New Deal programs concerning soil conservation, farm production control, tenure security, and other reforms, and by 1941 some 200,000 farm people were involved. Even so, conservative anti–New Dealers killed the successful program the next year. This book reexamines the era’s agricultural policy and tells the neglected story of the New Deal agrarian leaders and their visionary ideas about land, democratization, and progressive social change.

Available in PDF, EPUB and Kindle. Book excerpt: After decades of scholarship on the civil rights movement at the local level, the insights of bottom-up movement history remain essentially invisible in the accepted narrative of the movement and peripheral to debates on how to research, document, and teach about the movement. This collection of original works refocuses attention on this bottom-up history and compels a rethinking of what and who we think is central to the movement. The essays examine such locales as Sunflower County, Mississippi; Memphis, Tennessee; and Wilson, North Carolina; and engage such issues as nonviolence and self-defense, the implications of focusing on women in the movement, and struggles for freedom beyond voting rights and school desegregation. Events and incidents discussed range from the movement's heyday to the present and include the Poor People's Campaign mule train to Washington, D.C., the popular response to the deaths of Rosa Parks and Coretta Scott King, and political cartoons addressing Barack Obama's presidential campaign. The kinds of scholarship represented here--which draw on oral history and activist insights (along with traditional sources) and which bring the specificity of time and place into dialogue with broad themes and a national context--are crucial as we continue to foster scholarly debates, evaluate newer conceptual frameworks, and replace the superficial narrative that persists in the popular imagination.

Available in PDF, EPUB and Kindle. Book excerpt: Rising income inequality and concentrated poverty threaten the social sustainability of North American cities. Suburban growth endangers sensitive ecosystems, water supplies, and food security. Existing urban infrastructure is crumbling while governments struggle to pay for new and expanded services. Can our inherited urban governance institutions and policies effectively respond to these problems? In Shaping the Metropolis Zack Taylor compares the historical development of American and Canadian urban governance, both at the national level and through specific metropolitan case studies. Examining Minneapolis–St Paul and Portland, Oregon, in the United States, and Toronto and Vancouver in Canada, Taylor shows how differences in the structure of governing institutions in American states and Canadian provinces cumulatively produced different forms of urban governance. Arguing that since the nineteenth century American state governments have responded less effectively to rapid urban growth than Canadian provinces, he shows that the concentration of authority in Canadian provincial governments enabled the rapid adoption of coherent urban policies after the Second World War, while dispersed authority in American state governments fostered indecision and catered to parochial interests. Most contemporary policy problems and their solutions are to be found in cities. Shaping the Metropolis shows that urban governance encompasses far more than local government, and that states and provinces have always played a central role in responding to urban policy challenges and will continue to do so in the future.
