After the 1880s, Abyssinia, under Menilek II, expanded its ancient heartland to incorporate vast new territories to the south. Here, for the first time, these regions are treated as an integral part of the empire. The book opens with an interpretation of nineteenth-century Abyssinia as an African political economy, rather than as a variant on European feudalism, and with an account of the north's impact on peoples of the new south. Case studies from the southern regions follow four by historians and four by anthropologists, each examining aspects of the relationship between imperial rule and local society. In revealing the region's diversity and the relationship of the periphery to the centre, the volume illuminates some of the problems faced by post-revolutionary Ethiopia.

His study focuses on the northern Wallo region, an area that was incorporated into Haile Selassie's modern state system and now one of the most devastated portions of the country. The history of northern Wallo and its position within the modern Ethiopian state is presented through an examination of the circumstances in which its rural population lived, farmed, and adapted to a changing physical environment and political economy between 1900 and 1935. This period also coincided with the most critical years of colonial Africa's incorporation into the world economy. McCann's employment of new field data calls into question previous studies of Africa, which have frequently identified ecological stress and famine as simply the products of capitalist development. What accounts for rural Ethiopia's vulnerability to famine, when it boasts one of Africa's most efficient traditional agricultural systems? To what extent have northern Ethiopian patterns of property, marriage, and ideology resisted or contributed to the overall impoverishment of the rural economy? But now, such farmers find themselves under threat from environmental degradation, climate change and declining productivity. As a result, smallholder agriculture has increasingly become subsistence-oriented, with many of these farmers trapped in a cycle of poverty. Smallholders have long been marginalised by mainstream development policies, and only more recently has their crucial importance been recognised for addressing rural poverty through agricultural reform. This collection, written by leading Ethiopian scholars, explores the scope and impact of Ethiopia’s policy reforms over the past two decades on the smallholder sector. Focusing on the Lake Tana basin in northwestern Ethiopia, an area with untapped potential for growth, the contributors argue that any effective policy will need to go beyond agriculture to consider the role of health, nutrition and local food customs, as well as including increased safeguards for smallholder’s land rights. They in turn show that smallholders represent a vitally overlooked component of development strategy, not only in Ethiopia but across the global South.
