Book excerpt: This book examines the historical process that led to the foundation of the Italian Republic and its constitution, viewed through the personal experiences and political reflections of Adriano Olivetti (between 1919 and 1960), general manager and president of the well-known typewriter manufacturer “Ing. C. Olivetti & C.” An unbroken line of reasoning linked his maturing political reflections during the two post-war periods. The historical context of the 1950s did not prove to be very propitious, but the guidelines dispersed throughout the Italian cultural and political world from the movement that Olivetti founded were certainly seminal – generating a legacy of ideas that has only in part been recognized. What makes this study distinctive is the original approach to reading the history of Italy through Adriano Olivetti’s eyes and thoughts, far from the more common Christian Democratic or Communist perspective of those years. It is simply another view of what the Italian Republic could be and was not.

In the first decades after Unification (1861) the reform of local administration was a central part of the vast programme of modernization of the state. At a local level, the leaders in this modernization project were the prefects, the appointed provincial representatives of the state. This book investigates their role in the genesis of local self-government, the financial responsibility of municipalities, and an early form of parliamentary democracy. It offers an alternative to the prevailing negative view of the role of the prefects as delegates of the central government. Perhaps the most striking conclusion is that the Italian centralized system did not produce either the benefits its founding fathers had expected, or the defects its opponents had anticipated. On the one hand, although the first prefects of the unitary state put their heart and soul into the administrative project, aiming at economic and moral progress, it was difficult to implement in large parts of the country. Most difficult was the South because of the wide economic, political and cultural gap with the North existing at Unification. On the other hand, the bureaucratic centralization developed simultaneously with representative local government based on direct elections. This democracy, limited as it was, left enough room for the local elites to pursue their own interests, even when they did not comply with the wishes of the central government and thwarted the original liberal project.

Under Zapatero, Spain rapidly withdrew Spanish troops from Iraq, held a very public political debate on the Spanish Civil War and the Franco dictatorship, passed very progressive social legislation that included gay marriage and adoption as well as a sweeping gender equality act, and expanded autonomy in six of Spain’s 17 regions. It has become quite common to refer to some or all of these developments as a ‘second transition’ that alters or revisits policies, institutional arrangements and political strategies that were established during Spain’s transition to democracy. This book analyzes the patterns of continuity and change and provides a nuanced, critical evaluation of the concept of a ‘second transition’. Three broad questions are addressed. First, to what degree do the developments under Zapatero’s Socialist government represent a departure from prior patterns of Spanish politics? Second, what accounts for the continuities and departures? Finally, the project begins to assess the implications of these developments. Are there lasting effects, for example, on political participation, electoral alignments, interparty and inter-regional relations more broadly? This book was published as a special issue of South European Society & Politics.
