Book excerpt: Trois ans après le grave séisme qui a frappé Haïti le 12 janvier 2010, la Cour des comptes dresse, dans le présent rapport public, un bilan des aides françaises, à la fois publiques (152,5 M€) et privées (245 M€ financés par des organismes privés faisant appel à la générosité publique, dont 87 M€ issus de dons des particuliers). S’agissant de l’action de l’Etat, la Cour souligne notamment la réactivité des différents intervenants lors de la phase d’urgence, mais aussi la nécessité d’améliorer encore leur coordination et leur professionnalisation. S’agissant des sept organismes privés faisant appel à la générosité publique qui ont plus particulièrement été contrôlés par la Cour et ont collecté près de 80 % des dons des particuliers, la Cour relève qu’ils ont globalement respecté leurs obligations, en formulant, toutefois, des réserves pour ceux d’entre eux ayant financé sur les fonds recueillis, sans en avoir informé préalablement les donateurs, une part de frais de fonctionnement, alors que les appels à dons étaient ciblés sur une mission sociale spécifique. Dans l’ensemble, les projets d’assistance et de reconstruction, publics et privés, paraissent cohérents avec les besoins d’Haïti et avec les moyens disponibles. A propos de l’adoption, au cours de l’année 2010, de près de 1 000 enfants haïtiens par des familles françaises, la Cour constate que le ministère des affaires étrangères s’est attaché à agir à dans l’intérêt à la fois des enfants et des familles. Elle observe également que le décret restreignant l’usage de l’adoption individuelle n’a toujours pas été publié, alors que la Convention de La Haye, ratifiée par la France en 1998, recommande sa disparition progressive.

In Humanitarian Aftershocks in Haiti, anthropologist Mark Schuller captures the voices of those involved in the earthquake aid response, and they paint a sharp, unflattering view of the humanitarian enterprise. Schuller led an independent study of eight displaced-persons camps in Haiti, compiling more than 150 interviews ranging from Haitian front-line workers and camp directors to foreign humanitarians and many displaced Haitian people. The result is an insightful account of why the multi-billion-dollar aid response not only did little to help but also did much harm, triggering a range of unintended consequences, rupturing Haitian social and cultural institutions, and actually increasing violence, especially against women. The book shows how Haitian people were removed from any real decision-making, replaced by a top-down, NGO-dominated system of humanitarian aid, led by an army of often young, inexperienced foreign workers. Ignorant of Haitian culture, these aid workers unwittingly enacted policies that triggered a range of negative results. Haitian interviewees also note that the NGOs “planted the flag,” and often tended to “just do something,” always with an eye to the “photo op” (in no small part due to the competition over funding). Worse yet, they blindly supported the eviction of displaced people from the camps, forcing earthquake victims to relocate in vast shantytowns that were hotbeds of violence. Humanitarian Aftershocks in Haiti concludes with suggestions to help improve humanitarian aid in the future, perhaps most notably, that aid workers listen to—and respect the culture of—the victims of catastrophe.

This book critically analyzes the impact and effectiveness of creative strategies in tourism development and charts the emergence of 'creative tourism'. Why has ‘creativity’ become such an important aspect of development strategies and of tourism development in particular? Why is this happening now, apparently simultaneously, in so many destinations across the globe? What is the difference between cultural tourism and creative tourism? These are among the important questions this book answers. It critically examines the developing relationship between tourism and creativity, the articulation of the ‘creative turn’ in tourism, and the impact this has on theoretical perspectives and practical approaches to tourism development. A wide range of examples from Europe, North America, Asia, Australia and Africa explore the interface between tourism and creativity including: creative spaces and places such as cultural and creative clusters and ethnic precincts; the role of the creative industries and entrepreneurs in the creation of experiences; creativity and rural areas; the 'creative class' and tourism; lifestyle, creativity and tourism and marketing creative tourism destinations.
