Available in PDF, EPUB and Kindle. Book excerpt: In order to improve the quality and efficiency of youth employment, this book examines the cases of the Romanian labour market and of youth employment performance. Recent developments in the labour market participation of young people indicate an accentuation of labour market segmentation and a decrease in job security for young people, with the risk of exclusion and marginalization, fuelled by longer transition processes towards decent employment. This transition may seem clear when one looks at two aspects: education and employment. The challenge the transition towards employment presents is faced by all, regardless of one’s level of education, as employment security is uncertain. The situation young people find themselves in when they finish school and have no job opportunities is a rather delicate one as society offers no “safety nets”. This book, as well as others in the ADAPT Labour Studies Book-Series, explains the challenges young people deal with while playing a vital role within the community they live in. As Kafka has been quoted as saying, “Youth is happy because it has the ability to see beauty. Anyone who keeps the ability to see beauty never grows old”. Therefore, young people, and those young at heart, perform an integral role in society, and they must be well integrated to enable their successful engagement within their communities.

Available in PDF, EPUB and Kindle. Book excerpt: This book critically examines the making and persistence of impoverished areas at the margins of Romanian cities since the late 1980s. Through their historical outlook on political economy and social policy, combined with media and discourse analysis, the eight essays of Racialized Labour in Romania forge new and cutting-edge perspectives on how social class formation, spatial marginalization and racialization intersect. The empirical focus on cities and the labour and the plight of the Roma in Central and Eastern Europe provides a vantage point for establishing connections between urban and global peripheries, and for reimagining the global order from its margins. The book will appeal to scholars, students, journalists and policy makers interested in Labour; Race and Ethnicity; Cities; Poverty; Social Policy; Political Economy and European Studies.

In this book, the various patterns of informal economies and the causes of its growth in Romania are explored from quantitative and qualitative research: the difficult social transformation; informal consumption and labour of households, their incomes, developments and strategies; the impact of informalisation in different branches, related to the Romanian economy as a whole; in the end, comparisons with Eastern European countries are included, and methodological procedure is explained.

Book excerpt: 'Labor Markets and Social Policy in Central and Eastern Europe' summarises social policy reform during the transition and EU accession and analyses the social policy challenges which continue to face both old and new member states. Specifically, the book amplifies two sets of arguments. First, social policy under communism was in important respects well-suited to the old order and—precisely for that reason—was systematically badly-suited to a market economy. Strategic reform directions thus followed from the nature of the transition process and from constraints imposed by EU accession. Secondly, successful accession is not the end of the story: economic and social trends over the past 50 years are creating strains for social policy which all countries—old and new members—will have to face. This book will be of interest to readers interested in social policy, particularly those with an interest in the process of post-communist transition, in EU accession, and in future social policy challenges for the wider Europe. It should be of interest to academics in departments of economics, social policy and political science, and to policy makers, including government advisers and civil servants.

National and international forms of migration are analysed in five essays dealing with the unseen face of migration, urban depopulation in Romania, the socio-economic aspects of migration, demographic trends in Romania, and with human trafficking. The construction of identity in both physical and virtual spaces is analysed in eight essays with a focus on social integration, on the redefinition of identity, on the reintegration on the labour market, on the right to self-determination, on identity in the network society, and on stereotype, prejudice, and discrimination. The health state of vulnerable populations is illustrated by four essays on the institutionalised elderly, on residents of lignite quarry areas, and on patients with liver disease. The book will appeal to professionals in the field of social sciences and to decision-makers at all economic, political, and social levels. It will also appeal to all those interested in interdisciplinary approaches.

Available in PDF, EPUB and Kindle. Book excerpt: Portraits of Labor Market Exclusion presents "profiles" or "portraits" of individuals who have limited labor-market attachment. It is widely accepted that those with limited attachment to the labor market are a highly heterogeneous group (including, for instance, recent job losers, long-term unemployed, school leavers with no labor-market experience, those close to retirement age, or people with caring responsibilities), and that understanding their circumstances and potential barriers is an essential prerequisite for designing and implementing a tailored and effective mix of policy support and incentives. The report takes a comprehensive view, focusing on both the labor market attachment of a country's out-of-work population and the social assistance package and poverty profile of the same segment of the population. In essence, the report looks at individuals through the lenses of both poverty/welfare status and labor market indicators, and, in doing so, the portraits helps move the dialogue from a purely labor market-centric view to a broader dialogue that includes social policy as a whole. This is an important shift; for instance, social protection programs, such as family benefits and maternity benefits, and broader social policy issues such as retirement ages, often have a great impact on who remains inactive. Specifically, the report presents portraits of the out-of-work population of six countries (Bulgaria, Estonia, Greece, Hungary, Lithuania and Romania) in terms of distance from the labor market, human capital, and labor supply conditions, as well as demographic conditions. The analysis relies on the European Union Statistics of Income and Living Conditions (EU-SILC) surveys for the years 2007 to 2011. Latent class analysis methodology allows multidimensional profiling of the out-of-work population, and identifies classes or groups of out-of-work individuals that are as homogeneous as possible within each class according to a set of observable characteristics, and as distant as possible between classes. Consequently, this analysis provide a much richer glimpse of the very different barriers to labor market integration that these various groups experience, considerably augmenting the limited amount of information contained in traditional descriptive statistics.

Book excerpt: The Swiss economy has shown resilience but the COVID-19 pandemic continues to raise uncertainty and challenges. Effective government support has helped protect employment and buttress household incomes. Nevertheless, some sectors and groups have been hit hard, with a disproportionate impact on low-middle skilled and low-wage workers. Fostering productivity growth is crucial to maintain high living standards in the future. Switzerland is one of the top OECD performers in terms of labour productivity, but productivity growth has slowed markedly over the past three decades. Lower barriers to free and open competition within the internal market and continued openness to international markets would spur competitive pressures and raise productivity and growth. In addition, effective and sustainable use of resources can sustain stronger and more inclusive growth. Raising labour market inclusiveness, by keeping higher numbers of older workers in employment as well as reducing the gender pay gap, would help the recovery and improve living standards of all. SPECIAL FEATURE: FOSTERING A STRONG LABOUR MARKET TO SUPPORT THE RECOVERY AND SUSTAIN GROWTH

Available in PDF, EPUB and Kindle. Book excerpt: EU member states have seen high levels of unemployment in recent years especially amongst young people. At the same time the fiscal crisis of welfare states has made it difficult for them to invest in new jobs and new economic growth. The EU, at least since the enactment of the Amsterdam treaty, has had a focus on how to support member states’ development of an employment policy which aims for higher levels of participation, lower levels of unemployment and more gender equal approaches. Through exploring patterns in the recent development of financing and governance of social services and developments of social services and employment in the Czech Republic, Denmark, Germany and the UK, this volume provides readers with new knowledge and evidence of the options regarding social innovation in social services. Furthermore, it provides a comparative European perspective on how the interplay between a public and private mix of social service on the one hand might help in creating jobs, and, on the other, be a way of coping with the needs and expectations of higher level of services in the core areas of the welfare state.

Book excerpt: With the start of the process of its transition to a market economy in early 1990, Romania joined the ranks of other reforming Eastern European countries. At the starting point of its reform program, however, Romania was in a deep economic and institutional crisis and had no experience in even modest attempts to reform its economy. This paper outlines the main characteristics of the Romanian economic system before the reform, and presents the evolution of the reform program, as well as its achievements in the first year or so since it was launched.
