Across our sample of OECD countries, there is evidence of mismatch in education choices and labor markets. Labor market outcomes are not independent of education mismatch. Our framework for analysis is a dynamic choice model, focusing on decisions on education and training. From the estimation of model parameters, the main factor explaining education mismatch is a shock to the perceived value of education. In Germany, imperfect information about ability at the time of the education decision creates mismatch as well. From simulations of lifecycle dynamics and counterfactual experiments, among four key countries, education undermatch in Japan is sustained through labor market mechanisms while in Germany, Italy and the US, education undermatch is resolved. Training plays a key role in these dynamics

Book excerpt: Debate surrounding the employability of graduates has been around for many decades, and interest in this area has grown particularly since the start of this century. Tackling this relevant area of scholarship, this book uses an innovative approach to analyse the relationship between the university and the labour market from different perspectives, taking into account both sociological and economic theories. Key areas explored include work transition, graduate employability, and the effects of public interventions/initiatives which are aimed at matching the competences of graduates to labour market needs. This study indicates that in addition to early investments in cognitive and noncognitive skills which produce a high return and lower the cost of later educational investment by making learning at later ages more efficient quality, efficiency, and linkages to the broader macro-economic context also matter. Education and relevant skills are still the key determinants of good labor market outcomes for individuals. However, education policies aimed at improving skills will have a limited effect on the incomes of that skilled workforce or on the performance of a national economy if other policies that increase the demand for these skills are not in place. For education to contribute to national economic growth, policies should aim at improving the quality of education by spending efficiently and by adapting the basic and postbasic curricula to develop the skills increasingly demanded on the global labor market, including critical thinking, problem solving, social behavior, and information technology.

Book excerpt: This paper estimates the effects on local labor market outcomes (employment rates, real wages, real earnings) of local labor demand shocks to different types of occupations. Occupations are divided into three groups, “high, middle, and low,” with occupations differing in wages paid and education credentials required. Effects are considered on both workers with less than a four-year college degree and workers with a bachelor’s degree or higher. The strongest benefits for labor market outcomes come from demand shocks to “mid jobs.” Mid-job demand shocks particularly benefit less-educated workers. High-job demand shocks often hurt labor market outcomes for less-educated workers, in part because such shocks push up local prices. Low-job demand shocks sometimes improve labor market outcomes for less-educated workers, and sometimes damage labor market outcomes for more-educated workers. Estimated labor demand effects also vary in different types of local labor markets. For example, when baseline local labor market conditions are tight (high baseline employment rate), less-educated workers gain more in real earnings from low-demand shocks, and lose more in real earnings from high-demand shocks.

Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others."

Why have wages in those jobs requiring extra-high cognitive skills risen while all other wages have stagnated or fallen? And why are more university graduates taking high-school jobs? The authors of this volume present data revealing that jobs which require a high educational level are increasing more slowly than those with somewhat lower requirements. However such jobs are increasing faster than those requiring still less formal education.
