Book excerpt: Última actualización publicada el 5 de noviembre de 2022 El sector vitivinícola de Castilla-La Mancha es el sector agroalimentario más significativo de la región por sus implicaciones sociales, económicas, medioambientales, territoriales, culturales y patrimoniales. Constituye un sector estratégico que participa en la renta de gran parte de la población agraria, del sector industrial y de la población regional en general, bien como principal fuente de ingresos o como retribuciones adicionales a otras actividades. Existen municipios en los que la vitivinicultura es la actividad predominante y en los que puede observarse una fuerte unión del sector con la sostenibilidad de la población rural, no en vano Castilla-La Mancha es la región vitícola por antonomasia, suponiendo casi la mitad de la superficie de cultivo a nivel nacional y superando esa cifra si hablamos de producción vitivinícola. En términos económicos, el valor de la producción de vinos y mostos a nivel regional supone alrededor de un 14 % de la producción de la rama agraria y, aproximadamente, el 22 % de la producción vegetal. La climatología de la región, favorable para el cultivo del viñedo, es determinante en la calidad de la materia prima, pues controla de forma prácticamente natural la sanidad del cultivo y al mismo tiempo permite producciones con características organolépticas óptimas para la industria, que facilitan el respeto de las condiciones del producto original en la transformación. Esta materia prima de calidad hace posible que se pueda producir en nuestra región el abanico completo de productos derivados de la uva, a la vez que constituye el puntal básico en la calidad final de los mismos. El contexto global del mundo vitivinícola ha cambiado mucho, y cada vez más hay que buscar una postura comercial dinámica e innovadora, en la que las estrategias seguidas respondan a las exigencias de los mercados externos. Los mercados tienen frecuentes vaivenes originados por inestabilidades económicas, políticas e incluso sanitarias, que originan incertidumbres a los operadores y que hacen que continuamente el sector deba estar actualizándose para ser competitivo frente a terceros. El sector, en todos sus eslabones, está implicado desde hace tiempo en una transformación integral. La ampliación del panorama varietal regional, introduciendo variedades que permiten hacer productos más acordes con los gustos del mercado y el incremento de la calidad de la producción primaria, son retos asumidos ya por las personas dedicadas a la viticultura en la región, a los que se unen los de adaptación al cambio climático y el desarrollo sostenible del cultivo. Por su parte, el subsector industrial se encuentra inmerso en una modernización continua de los equipos y de las técnicas enológicas empleadas, cada vez más vanguardistas y orientadas a la sostenibilidad ambiental, en el incremento de la calidad de los productos protegidos bajo las figuras de calidad, en añadir valor a su producto, y en el marketing y la comercialización, cada vez con más presencia en los mercados internacionales y con productos más adaptados al consumidor final. Este esfuerzo conjunto ha de seguir produciéndose y protegiéndose para que el sector pueda continuar progresando. Al mismo tiempo, para mejorar la capacidad competitiva, la cadena alimentaria tiene que ser fuerte, estar bien estructurada y dimensionada y todos los integrantes tienen que participar de la generación de valor a lo largo de la misma.

Book excerpt: This book analyses the influence of Francoist policy on agricultural output in the 1939-55 period. The focus is on the wheat, olive and wine sectors and special attention is given to small-scale farmers. Agrarian policy for wheat and olive oil included pricefixing, production quotas and rationing of consumption. Producers and consumers circumvented intervention by creating a black market. When earnings from the black market are included, value of output per unit of land remained close to pre-war levels. It is then concluded that the decrease in wheat output was caused by lack of draught animals and fertilisers rather than state intervention. Intervention in the wheat sector was therefore desirable from a social viewpoint but the system could have been improved significantly. Average olive oil output only fell below the pre-war level immediately after the war. Consequently, state intervention was unnecessary after 1942-43 and could have been abolished long before it was finally done in 1952. In the wine sector, policy aimed at increasing farm prices rather than decreasing consumer prices. Table wine consumption declined after the war but this was counteracted by higher demand for high-alcohol white wine for the production of brandy and industrial alcohol. Consequently, the analysis shows that similar kinds of intervention led to quite different result in terms of production, as demonstrated in the cases of wheat and olives. On the other hand, different types of intervention led to similar results in production for olives and vines
