Book excerpt: In mid-nineteenth-century Mexico, garrisons, town councils, state legislatures, and an array of political actors, groups, and communities began aggressively petitioning the government at both local and national levels to address their grievances. Often viewed as a revolt or a coup d'état, these pronunciamientos were actually a complex form of insurrectionary action that relied first on the proclamation and circulation of a plan that listed the petitioners' demands and then on endorsement by copycat pronunciamientos that forced the authorities, be they national or regional, to the negotiating table. In Independent Mexico, Will Fowler provides a comprehensive overview of the pronunciamiento practice following the Plan of Iguala. This fourth and final installment in, and culmination of, a larger exploration of the pronunciamiento highlights the extent to which this model of political contestation evolved. The result of more than three decades of pronunciamiento politics was the bloody Civil War of the Reforma (1858-60) and the ensuing French Intervention (1862-67). Given the frequency and importance of the pronunciamiento, this book is also a concise political history of independent Mexico.

Book excerpt: Queering the Public Sphere in Mexico and Brazil is a groundbreaking comparative analysis of the historical development and contemporary dynamics of LGBT activism in Latin America’s two largest democracies. Rafael de la Dehesa focuses on the ways that LGBT activists have engaged with the state, particularly in alliance with political parties and through government health agencies in the wake of the AIDS crisis. He examines this engagement against the backdrop of the broader political transitions to democracy, the neoliberal transformation of state–civil society relations, and the gradual consolidation of sexual rights at the international level. His comparison highlights similarities between sexual rights movements in Mexico and Brazil, including a convergence on legislative priorities such as antidiscrimination laws and the legal recognition of same-sex couples. At the same time, de la Dehesa points to notable differences in the tactics deployed by activists and the coalitions brought to bear on the state. De la Dehesa studied the archives of activists, social-movement organizations, political parties, religious institutions, legislatures, and state agencies, and he interviewed hundreds of individuals, not only LGBT activists, but also feminists, AIDS and human-rights activists, party militants, journalists, academics, and state officials. He marshals his prodigious research to reveal the interplay between evolving representative institutions and LGBT activists’ entry into the political public sphere in Latin America, offering a critical analysis of the possibilities opened by emerging democratic arrangements, as well as their limitations. At the same time, exploring activists’ engagement with the international arena, he offers new insights into the diffusion and expression of transnational norms inscribing sexual rights within a broader project of liberal modernity. Queering the Public Sphere in Mexico and Brazil is a landmark examination of LGBT political mobilization.

Book excerpt: Positivism, not just an “ivory tower” philosophy, was a major force in the social, political, and educational life of Mexico during the last half of the nineteenth century. Once colonial conservatism had been conquered, the French Intervention ended, and Maximilian of Hapsburg executed, reformers wanted to create a new national order to replace the Spanish colonial one. The victorious liberals strove to achieve “mental emancipation,” a kind of second independence, which would abolish the habits and customs imposed on Mexicans by three centuries of colonialism. At this singular moment in Mexican history, positivism was offered as an extraordinary means and pathway to a new order. The next stage was the education of the Mexican people in this liberal philosophy and their incorporation into the process of development achieved by modern nations. Leopoldo Zea traces the forerunners of liberal thought and their influence during Juárez’s time and shows how this ideology degenerated into an “order and progress” philosophy that served merely to maintain colonial forms of exploitation and, at the same time, to create new ones that were peculiar to the neocolonialism that the great nations of the world imposed on other peoples. Zea examines the regime of Porfirio Díaz and its justification by the positivist philosophers of the period. He concludes that the conflict between exploited social groups, on the one hand, and foreign interests and a middle class on the margin of an oligarchy, on the other, brought about the movement known as the Mexican Revolution.

Yet in recent years the writings of Third World social scientists have often been creative, and are worthy of more attention in the United States. This book makes the work of three outstanding Latin American sociologists readily available to the English-reading public: Gino Germani of Argentina (who has moved to Harvard University); Pablo Gonzalez Casanova of Mexico; and Fernando Henrique Cardoso of Brazil. Their major writings are summarized, and then interpreted in the context of material from extensive interviews with the authors. In these interviews, the authors explain the events--personal, professional, and political--that have had major influence on their thought. Their views range from Germani's synthesis of orthodox European and American sociology, as adapted to his detailed empirical studies of the modernization of Argentina and other countries in this hemisphere, through Gonzalez Casanova's interpretation of the forces of exploitation, internal as well as external, that dominate the Mexican political system, to Cardoso's influential revisions of Marxist theory to deal with the basic situation of dependency that shapes the range of options open to the Latin American countries, especially Brazil. These "inside" views of the development process often sharply diverge from the dominant opinions among "outsiders." By understanding the differences, readers in the United States can gain direct insight into Latin American social reality, and can find ways of improving North American social science by bringing to the surface some unstated assumptions. One theme common to all three authors is their concern with issues that arise from policy debates: they focus on questions of practical import, rather than abstruse theoretical models. Yet they use sophisticated tools of social science that go beyond ideological rhetoric, and thus discipline political argument with scholarly rigor.

The massacre of students in Mexico City in October 1968 is often considered the defining moment of this period. The authors in this volume challenge the centrality of that moment by looking at the broader story of struggle and repression across Mexico during this time. México Beyond 1968 complicates traditional narratives of youth radicalism and places urban and rural rebellions within the political context of the nation’s Dirty Wars during this period. The book illustrates how expressions of resistance developed from the ground up in different regions of Mexico, including Chihuahua, Guerrero, Jalisco, Mexico City, Puebla, and Nuevo León. Book excerpt: "Resurrecting Tenochtitlan considers the ways in which artists, city planners, architects, and intellectuals in Mexico shaped the evolution of Mexico City's civic identity in the first half of the twentieth century. Long forgotten and assumed to have been completely destroyed during the Spanish conquest, layers of the remnants of Tenochtitlan were discovered in the middle of a drainage project augmented under the longtime president Porfirio Díaz. As the cityscape changed in the wake of the ends of the Porfiriato and the Mexican Revolution, the city's layers of history were uncovered to find the remnants of the Aztec capitol of Tenochtitlan, which stirred imaginings of a new and modern Mexican capital and nation that still drew from its ancient history. Tying the modern city to the ancient one was also a way in which intellectuals articulated a mestizo cultural identity. This discovery led to the renewed interest in 16th-century maps by artists, architects, and city planners to understand the ways in which the Aztec capital intersected with the beginnings of Spanish settlement over it. The manuscript examines how artists such as Juan O'Gorman and Diego Rivera drew from the recent work of archaeologists to render panoramic depictions of both the modern Mexican and the Aztec capital to visualize it for public audiences. And while not strictly chronological in its organization, it looks at how attitudes toward modern Mexico City's ties to Tenochtitlan shaped national identity and shifted over time. The authors' timeframe ends with the inauguration of Diego Rivera's long-planned Anahuacalli Museum, which was created with the support of the National Museum of Anthropology to display pre-Columbian artifacts. Its completion, after Rivera's death, was met with the first waves of the youth cultures in Mexico whose disinterest in and suspicion toward state-sponsored national projects signaled the beginning of the collapse of these ideas"--

Examining this defining process, distinguished historians focus on the evolution of Mexican liberalism from the perspectives of politics, the military, the Church, and the economy. Based on extensive archival research, the chapters demonstrate that--despite widely held assumptions--liberalism was not an alien ideology unsuited to Mexico's traditional, conservative, and multiethnic society. On the contrary, liberalism in New Spain arose from Hispanic culture, which drew upon a shared European tradition reaching back to ancient Greece. This volume provides the first systematic exploration of the evolution of Mexican liberal traditions in the nineteenth century.
