Ha sido Fulbright Visiting Scholar en la Harvard Law School (curso 2017-18). Licenciado en Derecho por la Universidad de Salamanca con premio extraordinario y premio de grado, obtuvo el Master in Advanced European Studies en el College of Europe (Brujas, Bélgica) y el doctorado europeo en la Universidad CEU San Pablo tras varios años de estancia en el European University Institute (Florencia, Italia). Desde 1995 es Profesor de Derecho de la Unión Europea en la Facultad de Derecho. Está acreditado por las agencias públicas de educación (ACAP y ANECA) y se le han reconocido por ahora tres tramos de investigación (1992-2002, 2003-2008, 2009-2015) por la Comisión Nacional Evaluadora de la Actividad Investigadora (CNEAI). Es un especialista en temas de Derecho de la Unión Europea y regulación económica de mercados. Ha participado en más de 20 proyectos de investigación con financiación pública y/o privada, entre ellos con la Comisión Europea, el Parlamento Europeo o los Ministerios Españoles de Asuntos Exteriores, de Educación, Ciencia o Economía, siendo investigador principal en 8 de ellos. Ha sido designado como experto en varios proyectos de asistencia técnica de la Comisión Europea y del Ministerio Español de Asuntos Exteriores (Rumanía, Guatemala, Eslovaquia, Serbia, Méjico, Vietnam, China, Hong Kong, Ecuador…). Es autor y/o coordinador de más de 20 libros, múltiples artículos en revistas especializadas y ha defendido Desde hace más de 15 años es Juez de la European Law Moot Court Competition. Desde hace 3 años, la CNMC le ha seleccionado como NGA para los Grupos de Cárteles y Concentraciones de la International Competition Network. Actualmente es secretario de la Red Académica de Defensa de la Competencia.
