Book excerpt: Originally published in 1993, this book contains 3 studies from Latin America: Mexico, Puerto Rico and Venezuela. These studies bring out sharply the processes at work in Latin America between 1950 and 1980, which were responsible for the crisis that the continent faced in the 1980s. In each case there was a striking failure in building up national technological capability so that the country could grapple with the problems it faced.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents the history of the Gomez, an elite family of Mexico that today includes several hundred individuals, plus their spouses and the families of their spouses, all living in Mexico City. Tracing the family from its origins in mid-nineteenth-century Mexico through its rise under the Porfirio Diaz regime and focusing especially on the last three generations, the work shows how the Gomez have evolved a distinctive subculture and an ability to advance their economic interests under changing political and economic conditions. One of the authors' major findings is the importance of the kinship system, particularly the three-generation "grandfamily" as a basic unit binding together people of different generations and different classes. The authors show that the top entrepreneurs in the family, the direct descendants of its founder, remain the acknowledged leaders of the kin, each one ruling his business as a patron-owner through a network of clienty2Drelatives. Other family members, though belonging to the middle class, identify ideologically with the family leadership and the bourgeoisie, and family values tend to overrule considerations of strictly business interest even among entrepreneurs.

Available in PDF, EPUB and Kindle. Book excerpt: Why did Mexico pursue a decades-long nationalist policy toward foreign investors? What were the results of that policy? Why did Mexico's leaders shift in the 1980s from nationalism to "Southern Liberalism"? In The Political Economy of Foreign Investment in Mexico, Van R. Whiting, Jr., examines the domestic and international forces that shape the political choices made by one of the Third World's largest and strongest states. Whiting contends that neither dependency nor statism is sufficient to explain foreign investment policy in Mexico. Political preferences and political choices do matter. But domestic and international structural constraints, he argues, bound the choices of policy makers. Globalization of capital and technology, for example, shapes policy options in a way that favors liberalization. In the first half of the book, Whiting examines Mexico's nationalist tradition and the limits of its foreign investment policies. The joint venture policy and the regulatory apparatus put in place in the 1970s did not succeed in replacing the capital, technology, and marketing capabilities of foreign firms. In the second half, he explains how international industrial structure limited national policy and created greater opportunities for liberalization. In his conclusion, Whiting highlights the importance of understanding "constrained choice" for moving beyond positivist explanations in social science. Using extensive fieldwork in Mexico, including more than a hundred interviews with policy makers and business executives, he shows how a powerful global trend toward industrial integration shaped choices and transformed constraints, increasing the importance of access to markets. ThePolitical Economy of Foreign Investment in Mexico will interest not only scholars and students in political science and other social sciences but also professionals in business, law, and public policy who need to understand the shift from nationalism to liberalism in major developing c

Available in PDF, EPUB and Kindle. Book excerpt: Comparative Regional Systems: West and East Europe, North America, the Middle East, and Developing Countries is a comparative study of regional systems, namely, West and East Europe, North America, the Middle East, and developing countries. This book examines the patterned and unpatterned forms of international activity through which states relate to the most important entities in world politics: their neighbors. The cooperative and conflictual behavior in international politics occurring within regional contexts is discussed, with emphasis on the sources and forms of this behavior as well as the issues that contribute to it and those that it creates. This monograph is comprised of 15 chapters and opens with an analysis of clusters of variables that form linked patterns within each international region, paying particular attention to the developmental issues that appear to be posed in the various regions of world politics. The following chapters focus on social-psychological factors in regional politics; regional patterns of economic cooperation; political change in regional systems; patterns of transregional relations; and interactions between regional organizations in various parts of the world and the global system that may affect either the operation of the latter or influence actions and functions of the former. The final chapter examines the problems and pitfalls of regional integration theories, along with their inability to "scientifically" predict the pathways of regional development. This text is designed to assist students, professionals, and the general public interested in international relations.
