Book excerpt: « La sélection de projets dans un contexte de développement durable doit viser un équilibre à long terme entre le maintien de l’intégrité de l’environnement, l’équité sociale et l’efficacité économique, en plus de favoriser la participation des parties prenantes. Il s’agit d’une problématique décisionnelle complexe. En effet, les critères de décision à prendre en considération sont en général multiples, conflictuels et non commensurables. De plus, afin de répondre aux besoins des générations actuelles sans compromettre ceux des générations futures, les évaluations des projets devraient être échelonnées sur plusieurs périodes pour considérer les conséquences à court, moyen et long termes. Dans ce contexte, les différents projets devraient alors être évalués dans un avenir incertain. L’imprécision associée aux évaluations futures des projets devra alors être analysée afin que les décisions prises soient robustes. Dans ce mémoire, nous nous intéressons à l’application de l’analyse multicritère dans un contexte multi-périodes et nous modélisons l’imprécision des évaluations futures des projets ainsi que l’imprécision sur les préférences des décideurs (poids des critères). En particulier, nous proposons l’application conjointe de la méthode multicritère PROMETHEE avec la simulation Monte Carlo afin de sélectionner les projets durables dans ce contexte d’incertitude.
