Previously, working-class girls and boys had labored and trained alongside adults. Concerned about future citizens, lawmakers expanded access to education, regulated child labor, and developed child welfare programs. They directed working-class youths to age-segregated spaces, such as vocational schools or juvenile prisons. With these policies, they distinguished the youthful worker from the adult worker and the juvenile delinquent from the adult criminal. Through their emphasis on age, these policies defined childhood as a universal stage of life. And yet, they also reproduced inequalities in the experience of childhood. In An Age to Work, Miranda Sachs considers the role of the welfare state in reinforcing class and gender-based divisions within childhood. She argues that agents of the welfare state, such as child labor inspectors and social workers, played a crucial role in standardizing the path from childhood to the workforce. By enforcing age-based rules, such as child labor laws, they attempted to protect working class children. But they also policed these chidren's productivity and enforced gender-specific labor practices. An Age to Work also enters the streets and apartments of working-class Paris to examine how the laboring classes envisioned and experienced childhood. Although working-class parents continued to see childhood as a more fluid category, they agreed with state actors that their offspring should grow up to be productive. They too mobilized the welfare state to ensure this outcome. By interrogating these diverse perspectives, An Age to Work reveals that the same sort of welfare system that created social hierarchies in France's colonies reinforced the class system at home.

Book excerpt: Over the course of the 19th century, European societies started thinking of themselves as “civilisations of work.” In the wake of the political and industrial revolutions, labour as a human activity and condition gradually came to embody a general principle of order, progress, and governance. How did work become so central to our systems of citizenship and social recognition? The book addresses this question by considering the French context in the long transition between the 1789 and 1848 revolutions and focusing on a specific “fragment” of history in the early 1830s marked by a pandemic crisis and the first consequences of industrialisation. It combines the analysis of both political institutions and social movements to retrace the rise of a labour-based social contract revolving around the “citizen-worker” as the quintessential subject of rights. The first part of the book highlights the role played by the genesis of the modern social sciences and analyses it as a political process that established work as an “object” of governance and scientific investigation, thus fostering pioneering measures of welfare centred on work conditions. Attention deficithyperactivity disorder (ADHD) has been a common psychiatric diagnosis in both children and adults since the 1980s and 1990s in the United States. By the end of the twentieth century, this was no longer the case, and ADHD diagnosis and treatment became an increasingly widespread global phenomenon. Ces investissements auraient toutefois des retornbees substantielles : 65 millions de cas de retard de croissance et 265 millions de cas danemie chez la femme auraient ete evites en 2025 comparati vement a I' annee de reference 2015. En outre, sur 10 ans, au moins 91 millions d' enfants supplementaires auraient ete traites pour emaciation severe et 105 millions de nourrissons additionnels auraient ete beneficiaires d'un allaitement matemel exclusif au cours de leurs premiers six mois de vie. L'atteintede l'ensemble de ces cibles permettrait d'eviter au moins 3,7 millions de mortalites infantiles. Chaque dollar investi dans ce paquet d'interventions genererait des rendements econorniques de4 a 35 dollars, ce qui fait du financement de la nutrition precoce l'une des interventions de developpement les plus rentables. Certaines des cibles - particulierement celles qui sont axees sur la reduction du retard de croissance chez l'enfant et de I'anemie chez la femmeparaissent ambitieuses et demanderont des efforts concertes de financement, de mise a l' echelle et d' engagement continu; toutefois, l' experience tiree de plusieurs pays indique que leur atteinte reste possible. Les investissements au cours des 1000 premiers jours decisifs de la petite enfance sont inalienables, transportables et porteurs de retombees tout au long de la vie - non seulement pour les enfants directement concernes, mais aussi pour nous tous - sous forme de societes plus robustes, qui agissent comme moteur des economies a venir.
