Si le thème des transports a déjà donné lieu à une littérature abondante, la question en Afrique a fait l'objet d'analyses relativement limitées en nombre et le chemin de fer moins que d'autres. Par rapport à d'autres publications plus spécifiquement historiques, le présent ouvrage essaie de faire le point sur la situation actuelle et les évolutions récentes, marquées par la mise en place de politiques néo-libérales et les privatisations. A côté des textes de chercheurs, une place est faite aux acteurs, ingénieurs et opérateurs qui ont participé ou participent à la vie du rail en Afrique afin de donner un éventail de points de vue le plus large possible. Après une apogée durant la première moitié du XXe siècle, le chemin de fer a connu un déclin prononcé à partir des années 1980. Entré en crise dans de nombreux pays, il a subi les critiques des sociétés publiques dans le monde entier et de l'Etat rentier en Afrique subsaharienne, critiques qui ont présidé à de nombreuses privatisations. Quel est alors son avenir ? Un rôle nouveau est sans doute à envisager avec les difficultés croissantes de circulation et de congestion dans les grandes villes africaines marquées le plus souvent par un étalement spatial considérable. Et il faut rappeler que, dans un monde préoccupé par des questions d'environnement de plus en plus importantes, le train est un des moyens de transport les moins polluants. Autant qu'à un examen critique de la situation actuelle, c'est à une mise en perspective du chemin de fer en Afrique que veut contribuer cet ouvrage.

Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
