Book excerpt: Religion in today’s Democratic Republic of Congo has many faces: from the overflowing seminaries and Marian shrines of the Catholic Church to the Islamic brotherhoods, from the healers of Kimban-guism to the televangelism of the booming Pentecostalist churches in the great cities, from the Orthodox communities of Kasai to the ‘invisible’ Mai Mai warriors in the brousse of Kivu. During the colonial period religion was no less central to people’s lives than it is today. More surprisingly, behind the seemingly smooth facade of missions linked closely to imperial power, faith and worship were already marked by diversity and dynamism, tying the Congo into broader African and global movements. The contributions in this book provide insight into the multifaceted history of the interaction between religion and colonization. The authors outline the institutional political framework, and focus on the challenge that old and new forms of slavery entailed for the missions. The atrocities committed at the time of the Congo Free State became an existential question for young Christian communities. In the Belgian Congo after 1908, more structural forms of colonial violence remained a key issue marking religious experiences. And yet, religion also acted as a bridge. The authors emphasize the role intermediaries such as catechists or medical assistants played in the African “appropriation” of Christianity. They examine the complex interaction with indigenous religious beliefs and practices, and zoom in on the part religions played in the independence movement, as well as on their reaction to independence itself. Coming at a moment when Belgium confronts its colonial past, this volume provides a timely reassessment of religion as a key factor.

Book excerpt: Many patients who present to district (first-referral) level hospitals require surgical treatment for trauma, obstetric, abdominal or orthopedic emergencies. Often surgery cannot be safely postponed to allow their transfer to a secondary or tertiary-level hospital but many district hospitals in developing countries have no specialist surgical teams and are staffed by medical, nursing, and paramedical personnel who perform a wide range of surgical procedures often with inadequate training. The quality of surgical and acute care is often further constrained by poor facilities, inadequate low-technology apparatus and limited supplies of drugs, materials, and other essentials. The mission of the team responsible for Clinical Procedures in the World Health Organization Department of Essential Health Technologies (EHT) is to promote the quality of clinical care through the identification, promotion and standardization of appropriate procedures, equipment and materials, particularly at district hospital level. WHO/BCT has identified education and training as a particular priority, especially for non-specialist practitioners who practice surgery and anesthesia. It has therefore developed Surgical Care at the District Hospital as a practical resource for individual practitioners and for use in undergraduate and postgraduate programs in-service training and continuing medical education programs. The manual is a successor of three earlier publications that are widely used throughout the world and that remain important reference texts: General Surgery at the District Hospital (WHO 1988), Surgery at the District Hospital: Obstetrics Gynecology Orthopedics and Traumatology (WHO 1991), Anesthesia at the District Hospital (WHO 1988; second edition 2000). This new manual draws together material from these three publications into a single volume which includes new and updated material, as well as material from Managing Complications in Pregnancy and Childbirth: A Guide for Midwives and Doctors (WHO 2000).

Available in PDF, EPUB and Kindle. Book excerpt: DRC has committed to reduce its emissions effectively, efficiently, and equitably from deforestation and degradation (REDD+). The country experiences complex relationships between drivers, agents, and institutions of deforestation nationally. The REDD+ policy arena is influenced by both governmental and non-governmental actors whose number have increased in the policy arena over the years; however, weak coordination among these actors remains an issue. Since 2009, the DRC has announced several reforms relating to land tenure, land-use planning and agricultural policy, to create an institutional environment that motivates the implementation of REDD+ in the DRC. By 2019, none of these reforms had materialized, due to both political changes and a lack of finance, capacity, and political will. Between 2013 and 2019, little progress has been made on REDD+ in the DRC, as a result of conflicting interests among actors both at national and decentralized levels; information asymmetry; elite capture and corruption; and the pre- and post-election situation. To date, the effectiveness of REDD+ activities in the DRC remain unclear, due to the absence of rigorous impact assessment. However, efforts can be observed on the field where there is increased number of participants to forest policy process compared to REDD+ early years; and several ongoing projects are testing policy options within and across levels. If these efforts are sustained, they can contribute in putting in place conditions to achieve REDD+ objectives.

Book excerpt: In August 1964, thousands of Simba rebels attacked and captured the city of Stanleyville in the newly independent Republic of the Congo and took more than 1,600 European and American residents as hostages, threatening to kill them if any attempt was made to recapture the city. In November of that year, after months of increasingly tense and complex discussions among the governments whose nationals were being held, an airborne assault by Belgian paracommandos dropped by American Air Force planes, combined with a CIA-piloted air strike against the Stanleyville airport, liberated most of the hostages, but only after a Simba-initiated massacre. "Dragon Operations: Hostage Rescues in the Congo, 1964-1965" provides both the political background to these events and a detailed account of the actual operations: Dragon Rouge, the operations in Stanleyville, and Dragon Noir, focused on the city of Paulis, several hundred miles away. The book highlights the difficulties in organizing an international rescue effort with insufficient joint planning and inadequate command and control among the Belgian and American forces, as well as their differing political ideas and goals. The ad hoc nature of the planning was exemplified by an initial American Special Forces plan to air drop its forces east of Stanleyville and float down the river to Stanleyville. This plan was aborted when it was pointed out that the existence of Stanley Falls between the drop zone and the city was an insuperable obstacle. The operation also suffered from the Belgian commander's colonial-era contempt for the numerical strength of the Simbas and American fears of what was in reality a non-existent Communist element in the rebel movement."Dragon Operations" demonstrates that, despite the slapdash nature of their planning and communications aspects, as well as the distance involved, the austere support, the large number of hostages, and a lack of intelligence data, they were remarkably successful in rescuing most of the hostages. Although less than ideal, the operations worked better than expected, given the conditions under which they were conducted. This important study of an almost forgotten episode of the Cold War has much to offer to military strategists and tacticians, political scientists and students of contemporary history alike. Book excerpt: Reviewing the conditions in which the Reduction of Emissions from Deforestation and Forest Degradation (REDD+) mechanism is being established in the Democratic Republic of Congo (DRC) is part of Component 1 of the Global Comparative Study on REDD+ (GCS-REDD) being conducted by the Center for International Forestry Research. The overall aim of this global study is to provide decision-makers, practitioners, donors and the scientific community with reliable information on the dynamics of national actions related to the REDD+ mechanism. Discussions on REDD originally seemed to focus on the construction of a global structure and the establishment of a multilateral instrument to replace the Kyoto Protocol. But at the 14th Conference of Parties (CoP 14), held in Poznan in 2008, discussions on the reliability of REDD+ focused more on the dynamics of national- and local-level actions and brought out the need to better understand, analyze and explain the national institutional context of REDD+ development. Subsequently, this review used the extractive approaches. The first inputs were reports, articles, books and documents on the DRC that were directly related to forest management, socioeconomic and political institutions, etc., whether published or not. Because of the diversity of sources, the quantitative data sometimes seem contradictory and conflictual. In the next step, semi-structured interviews were held with experts working in the forestry sector and data were obtained from the participants observations. Since this analysis covers the period between May 2011 and June 2012 actions in the field and the institutions after those dates were not included.

Book excerpt: Zanzibar has had the most turbulent postcolonial history of any part of the United Republic of Tanzania, yet few sources explain the reasons why. The current political impasse in the islands is a contest over the question of whether to revere and sustain the Zanzibari Revolution of 1964, in which thousands of islanders, mostly Arab, lost their lives. It is also about whether Zanzibar's union with the Tanzanian mainland--cemented only a few months after the revolution--should be strengthened, reformed, or dissolved. Defenders of the revolution claim it was necessary to right a century of wrongs. They speak the language of African nationalism and aspire to unify the majority of Zanzibaris through the politics of race. Their opponents instead deplore the violence of the revolution, espouse the language of human rights, and claim the revolution reversed a century of social and economic development. They reject the politics of race, regarding Islam as a more worthy basis for cultural and political unity. From a series of personal interviews conducted over several years, Thomas Burgess has produced two highly readable first-person narratives in which two nationalists in Africa describe their conflicts, achievements, failures, and tragedies. Their life stories represent two opposing arguments, for and against the revolution. Ali Sultan Issa traveled widely in the 1950s and helped introduce socialism into the islands. As a minister in the first revolutionary government he became one of Zanzibar's most controversial figures, responsible for some of the government's most radical policies. After years of imprisonment, he reemerged in the 1990s as one of Zanzibar's most successful hotel entrepreneurs. Seif Sharif Hamad came of age during the revolution and became disenchanted with its broken promises and excesses. In the 1980s he emerged as a reformist minister, seeking to roll back socialism and authoritarian rule. After his imprisonment he has ever since served as a leading figure in what has become Tanzania's largest opposition party As Burgess demonstrates in his introduction, both memoirs trace Zanzibar's postindependence trajectory and reveal how Zanzibaris continue to dispute their revolutionary heritage and remain divided over issues of memory, identity, and whether to remain a part of Tanzania. The memoirs explain how conflicts in the islands have become issues of national importance in Tanzania, testing that state's commitment to democratic pluralism. They engage our most basic assumptions about social justice and human rights and shed light on a host of themes key to understanding Zanzibari history that are also of universal relevance, including the legacies of slavery and colonialism and the origins of racial violence, poverty, and underdevelopment. They also show how a cosmopolitan island society negotiates cultural influences from Africa, the Middle East, Asia, and Europe.

Book excerpt: Since 2000 and the implementation of China’s ‘going abroad’ policy, mainland Chinese state-owned and private companies have significantly increased their interests in the resources and investment opportunities of the Congo Basin, bringing new opportunities as well as potential social and environmental costs. This report is a synthesis of some main findings of preliminary scoping studies conducted by CIFOR and partners in Cameroon, Democratic Republic of Congo and Gabon. It focuses on how Chinese trade and investment in the forestry, mining and agricultural sectors might relate to effects on forests and forest-dependent communities in the region. All studies were conducted under the CIFOR project ‘Chinese trade and investment in Africa: Assessing and governing trade-offs to national economies, local livelihoods and forest ecosystems’, initiated in 2010. The scoping studies yielded useful results, including an increased understanding of the main trends in natural resources trade between the target countries and China, and the major land-based productive sectors targeted by Chinese investors. The studies also considered the role of national agencies tasked with promoting investment and overseeing corporate adherence to environmental and social requirements, and provided a better understanding of the informal processes surrounding investment and acquisition of land and other resources.
