Book excerpt: The end of the twentieth century, which was marked by multiparty democracy in Eastern European entities and Third World countries, moved Cte dIvoire to adhere to the new democratization system in 1990. Nine years later, the territory registered its first bloodless state coup. On September 19, 2002, the country was shared into two parts with human losses and damages when President Gbagbo was on official visit to Italy. After different attempts in negotiations (Linas-Marcoussis (2003), Pretoria agreement (2005), and the Political Agreement of Ouagadougou (2007)), for some protagonists, international organizations and NGOs, the perfect conflict resolution was about running elections so that the former peaceful land could regain its image of a prosperous and stable country. The elections that were delayed six times came to pass, and two presidents came out of the scrutiny. Gbagbo was proclaimed victorious by the Ivorian Constitutional Council, while Ouattara was acknowledged by the Independent Electoral Commission. Once more, the country fell into a postelection crisis. Meanwhile, the African Union, the European Union, the USA, the French Licorne, and the United Nations urged President Gbagbo to step down since Ouattara was considered the happy winner of the scrutiny. The refusal of Gbagbo cost human losses and led to his arrest on April 11, 2011. Nowadays, the country is not unified and reconciled, but it will have the 2015 elections.

Each country chapter examines the history of the institutional and electoral arrangements, the evolution of suffrage and current electoral provisions. Book Synopsis Political Reform In Francophone Africa by : John F Clark
Download or read book Political Reform In Francophone Africa written by John F Clark and published by Routledge. This book was released on 2018-02-07 with total page 318 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most African states experienced only a few fleeting years of democratic rule after independence before succumbing to authoritarianism. During the 1970s and 1980s, Africans and Westerners alike came to view dictatorship to be as much a part of the region’s social landscape as its grinding poverty. Yet the end of the Cold War and the sharpening of the economic crisis at the end of the 1980s have breathed new life into campaigns for democracy in Africa, shaking the foundations of many long-standing autocracies. In some cases, dramatic transitions took place, though the fate of the new democracies is far from certain. This volume explores the origins and evolution of political reform movements in several states of francophone Africa. The authors first make the case for the distinctiveness of francophone Africa, based on the influences of colonial history, language, and France’s contemporary role in Africa, then survey the challenges of reform, including the problems of transition from authoritarianism and consolidation of democratic regimes. Case studies of thirteen former French and Belgian colonies follow, organized by level of reform achieved: peaceful regime change, incremental reforms, repressed reform efforts, and reform in the midst of war.
Book Synopsis Electoral Systems and Democratization in Southern Africa by : Andrew Reynolds
Download or read book Electoral Systems and Democratization in Southern Africa written by Andrew Reynolds and published by OUP Oxford. This book was released on 1999-01-28 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: The design of electoral systems and executive types is increasingly being recognized the key lever of constitutional engineering to be applied in the interests of political accommodation and stability in ethnically divided societies. In this groundbreaking comparative study of democratic design in Southern Africa, Andrew Reynolds finds that the decisions about how to constitute representative parliaments have wide ranging effects on the type of parties and party system that develops, the nature of executive-legislative relations, and the inclusiveness of both majority and minority interests in the process of governance. While electoral system design is the primary focus of the book, the related constitutional issues of whether to choose a presidential or parliamentary system, and whether to entrench consensual, consociational or majoritarian government are also discussed. Analysing the experiences of Malawi, Namibia, South Africa, Zambia, and Zimbabwe, the author presents a host of revealing conclusions that help shed light on the success or failure of democratic design in other fledgling democracies, in both Africa and beyond.
Book Synopsis A History of Afro-Hispanic Language by : John M. Lipski
Download or read book A History of Afro-Hispanic Language written by John M. Lipski and published by Cambridge University Press. This book was released on 2005-03-10 with total page 418 pages. Available in PDF, EPUB and Kindle. Book excerpt: The African slave trade, beginning in the fifteenth century, brought African languages into contact with Spanish and Portuguese, resulting in the Africans' gradual acquisition of these languages. In this 2004 book, John Lipski describes the major forms of Afro-Hispanic language found in the Iberian Peninsula and Latin America over the last 500 years. As well as discussing pronunciation, morphology and syntax, he separates legitimate forms of Afro-Hispanic expression from those that result from racist stereotyping, to assess how contact with the African diaspora has had a permanent impact on contemporary Spanish. A principal issue is the possibility that Spanish, in contact with speakers of African languages, may have creolized and restructured - in the Caribbean and perhaps elsewhere - permanently affecting regional and social varieties of Spanish today. The book is accompanied by the largest known anthology of primary Afro-Hispanic texts from Iberia, Latin America, and former Afro-Hispanic contacts in Africa and Asia.
