Book excerpt: Gli strumenti urbanistici, che la legge urbanistica nazionale del 1942 indicava nei piani regolatori territoriali, nei piani regolatori comunali, nelle norme sull’attività costruttiva edilizia e nei regolamenti edilizi comunali, sono notevolmente proliferati nel corso degli anni in seguito anche alla normativa comunitaria, alla normativa statale di settore (si pensi, ad esempio, alle leggi ambientali che incidono sull’assetto territoriale), alle leggi regionali che qualificano le tipologie di pianificazione con terminologie non certo uniformi, ma che variano da Regione a Regione. Tale proliferazione ha comportato nuove problematiche relative non solo all’uso del territorio e allo sviluppo delle città (si pensi all’introduzione del recente concetto di “sviluppo sostenibile”), ma anche al rapporto tra leggi (statali e regionali) e piani urbanistici, nonché al rapporto tra piani dello stesso “livello”, di natura uguale o di natura differente. In questo volume si intendono affrontare, seppure in termini sintetici, le principali problematiche che riguardano la pianificazione territoriale, esaminando analiticamente i principali strumenti urbanistici attuali che compongono la pianificazione generale, la pianificazione attuativa e quella in particolari settori.

Una partecipazione che non è prerogativa di pochi, che non è il teatrino, falso e autoreferenziale, di processi decisionali già sviluppati e sostanzialmente conclusi attraverso negoziazioni fuori dal controllo della pubblica opinione, e, come tali, facilmente caratterizzate dalla dialettica fra gli interessi di pochi. La VAS, che fonda il processo di piano e si identifica con esso, è pianificazione/valutazione di comunità, è metodo e prassi di community visioning. La scala dei problemi da affrontare è, naturalmente, questione fondamentale da analizzare e tenere presente, nella progettazione del processo. Si tratta di generare un movimento di discussione pubblico in cui le istanze, le opinioni, i bisogni, si manifestino, soprattutto in termini di diversità e conflittualità, cosí da far sí che il processo di community visioning abbia una base solida e riconosciuta nella sintesi della discussione mediatica sviluppata. Il processo di VAS delineato dalla Direttiva 2001/42/CE si configura come occasione importantissima di sperimentazione di nuove metodologie di governance territoriale, in cui l'interazione cooperativa tra pubblica amministrazione, comunità scientifica, professionisti e società locali, gioca un ruolo fondamentale per l'efficacia dei processi.

This book analyses the recent reforms and changes in the governance of city-regions in France, Germany and Italy. Book excerpt: The concept of resilience has arisen as a “new way of thinking”, becoming a response to both the causes and effects of ongoing global challenges. As it strongly stresses cities’ transformative potential, resilience’s final purpose is to prevent and manage unforeseen events and improve communities’ environmental and social quality. Although the resilience theory has been investigated in depth, several methodological challenges remain, mainly related to the concept’s practical sphere. As a matter of fact, resilience is commonly criticised for being too ambiguous and empty of meaning. At the same time, turning resilience into practice is not easy to do. This will arguably be one of the most impactful global issues for future research on resilience. The Special Issue “Bridging the Gap: The Measure of Urban Resilience” falls under this heading, and it seeks to synthesise state-of-the-art knowledge of theories and practices on measuring resilience.
