Available in PDF, EPUB and Kindle. Book excerpt: Privatization is under attack. Beginning in the 1980s, thousands of failing state-owned enterprises worldwide have been turned over to the private sector. But public opinion has turned against privatization. A large political backlash has been brewing for some time, infused by accusations of corruption, abuse of market power, and neglect of the poor. What is the real record of privatization and are the criticisms justified? 'Privatization in Latin America' evaluates the empirical evidence on privatization in a region that has witnessed an extensive decline in the state's share of production over the past 20 years. The book is a compilation of recent studies that provide a comprehensive analysis of the record of and accusations against privatization, with important recommendations for the future. Seven countries are investigated: Argentina, Bolivia, Brazil, Chile, Colombia, Mexico, and Peru. This book will be vital to anyone interested in the privatization debate but especially to those involved in civil service reform, corporate governance, economic policy, finance, and anticorruption efforts. 'Privatization is important but controversial. While economists typically favor it, others are skeptical. This book provides strong scientific evidence that privatization has been beneficial for many Latin American countries, although some privatizations failed and some groups in society lost out. As usual, the devil is in the details: how privatization is carried out and what reforms accompany it are crucial to its success. The book is definitely an invaluable contribution to the privatization debate.' --Oliver Hart, Andrew E. Furer Professor of Economics, Harvard University

Available in PDF, EPUB and Kindle. Book excerpt: For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.

This figure is equivalent to the amount generated by agriculture in the same region. An effective engagement between governments, companies, and civil society is required to propel sustainable development. With this regional diagnosis of countries rich in natural resources like Argentina, Chile, Colombia, Mexico, Peru, and the Dominican Republic, the IDB seeks to shed light on best practices among stakeholders of the extractive sectors. It focuses in actions of information, dialogues, consultations, collaborations, and partnerships that are driving development in the region. From the findings of the diagnosis, 3 roadmaps were drafted, to guide the stakeholders in strengthening their engagement.

Available in PDF, EPUB and Kindle. Book excerpt: The dictatorship of Rafael Trujillo, who ruled the Dominican Republic from 1930 until his assassination in 1961, was one of the longest and bloodiest in Latin American history. The Dictator’s Seduction is a cultural history of the Trujillo regime as it was experienced in the capital city of Santo Domingo. Focusing on everyday forms of state domination, Lauren Derby describes how the regime infiltrated civil society by fashioning a “vernacular politics” based on popular idioms of masculinity and fantasies of race and class mobility. Derby argues that the most pernicious aspect of the dictatorship was how it appropriated quotidian practices such as gossip and gift exchange, leaving almost no place for Dominicans to hide or resist. Drawing on previously untapped documents in the Trujillo National Archives and interviews with Dominicans who recall life under the dictator, Derby emphasizes the role that public ritual played in Trujillo’s exercise of power. His regime included the people in affairs of state on a massive scale as never before. Derby pays particular attention to how events and projects were received by the public as she analyzes parades and rallies, the rebuilding of Santo Domingo following a major hurricane, and the staging of a year-long celebration marking the twenty-fifth year of Trujillo’s regime. She looks at representations of Trujillo, exploring how claims that he embodied the popular barrio antihero the tíguere (tiger) stoked a fantasy of upward mobility and how a rumor that he had a personal guardian angel suggested he was uniquely protected from his enemies. The Dictator’s Seduction sheds new light on the cultural contrivances of autocratic power.

Book excerpt: This report considers the biological and behavioral mechanisms that may underlie the pathogenicity of tobacco smoke. Many Surgeon General's reports have considered research findings on mechanisms in assessing the biological plausibility of associations observed in epidemiologic studies. Mechanisms of disease are important because they may provide plausibility, which is one of the guideline criteria for assessing evidence on causation. This report specifically reviews the evidence on the potential mechanisms by which smoking causes diseases and considers whether a mechanism is likely to be operative in the production of human disease by tobacco smoke. This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.

Book excerpt: "Oil is a fairy tale, and, like every fairy tale, is a bit of a lie."—Ryzard Kapuscinski, Shah of Shahs The scale and reach of the global oil and gas industry, valued at several trillions of dollars, is almost impossible to grasp. Despite its vast technical expertise and scientific sophistication, the industry betrays a startling degree of inexactitude and empirical disagreement about foundational questions of quantity, output, and price. As an industry typified by concentrated economic and political power, its operations are obscured by secrecy and security. Perhaps it is not surprising, then, that the social sciences typically approach oil as a metonym—of modernity, money, geopolitics, violence, corruption, curse, ur-commodity—rather than considering the daily life of the industry itself and of the hydrocarbons around which it is built. Subterranean Estates gathers an interdisciplinary group of scholars and experts to instead provide a critical topography of the hydrocarbon industry, understood not solely as an assemblage of corporate forms but rather as an expansive and porous network of laborers and technologies, representation and expertise, and the ways of life oil and gas produce at points of extraction, production, marketing, consumption, and combustion. By accounting for oil as empirical and experiential, the contributors begin to demystify a commodity too often given almost demiurgic power. Subterranean Estates shifts critical attention away from an exclusive focus on global oil firms toward often overlooked aspects of the industry, including insurance, finance, law, and the role of consultants and community organizations. Based on ethnographic research from around the world (Equatorial Guinea, Nigeria, Oman, the United States, Ecuador, Chad, the United Kingdom, Kazakhstan, Canada, Iran, and Russia), and featuring a photoessay on the lived experiences of those who inhabit a universe populated by oil rigs, pipelines, and gas flares, this innovative volume provides a new perspective on the material, symbolic, cultural, and social meanings of this multidimensional world.

Book excerpt: This volume discusses the theoretical fundamentals and potential applications of the original electro-Fenton (EF) process and its most innovative and promising versions, all of which are classified as electrochemical advanced oxidation processes. It consists of 15 chapters that review the latest advances and trends, material selection, reaction and reactor modeling and EF scale-up. It particularly focuses on the applications of EF process in the treatment of toxic and persistent organic pollutants in water and soil, showing highly efficient removal for both lab-scale and pre-pilot setups. Indeed, the EF technology is now mature enough to be brought to market, and this collection of contributions from leading experts in the field constitutes a timely milestone for scientists and engineers.

Book excerpt: First World Petro-Politics examines the vital yet understudied case of a first world petro-state facing related social, ecological, and economic crises in the context of recent critical work on fossil capitalism. A wide-ranging and richly documented study of Alberta’s political ecology – the relationship between the province’s political and economic institutions and its natural environment – the volume tackles questions about the nature of the political regime, how it has governed, and where its primary fractures have emerged. Its authors examine Alberta’s neo-liberal environmental regulation, institutional adaptation to petro-state imperatives, social movement organizing, Indigenous responses to extractive development, media framing of issues, and corporate strategies to secure social license to operate. Importantly, they also discuss policy alternatives for political democratization and for a transition to a low-carbon economy. The volume’s conclusions offer a critical examination of petro-state theory, arguing for a comparative and contextual approach to understanding the relationships between dependence on carbon extraction and the nature of political regimes.
