Available in PDF, EPUB and Kindle. Book excerpt: This report examines the difficult economic situation facing Argentine policymakers at the end of 1983 as a new government assumed power. The country's experience with stabilization and economic liberalization is reviewed, distinguishing between the 1976-78 period-when rapid devaluations, a reduction of the fiscal deficit and the easing of price and financial controls helped stimulate exports and growth-and the period after October 1978 when inconsistencies between exchange rate, import liberalization, wage, and fiscal policies produced a deep recession, high levels of inflation, and a serious balance of payments and external debt crisis. Despite present difficulties, the report concludes that the Argentine economy possesses important elements of long-term strength, which, with sustained economic recovery and sound domestic policies, should permit a resumption of growth, at the same time that the burden of external debt is gradually reduced. The report recommends a number of medium-term measures to improve fiscal management, including better tax administration, providing adequate export incentive to both agriculture and industry, and raising the efficiency of the financial system in mobilizing and allocating domestic savings.

Book excerpt: "Since the Mexican government escalated its war on organized crime at the end of 2006, over 150,000 Mexicans have been intentionally murdered. Countless thousands of others have been tortured; no one knows how many have disappeared. Caught between government forces and organized crime cartels, the Mexican people have suffered as atrocities and impunity reign. Based on three years of research, over 100 interviews, and previously unreleased government documents, this report finds a reasonable basis to believe that government forces and members of criminal cartels have perpetrated crimes against humanity in Mexico. The report comprehensively examines why there has been so little justice for atrocity crimes, and finds the main answers in political obstruction. Given the lack of political will to end impunity, new approaches must be taken. The report argues for a series of institutional changes, most importantly the creation of an internationalized investigative body, based inside Mexico, with powers to independently investigate and prosecute atrocity crimes."--Page 4 of cover.

Book excerpt: La 4e de couverture indique : "The swift expansion of developing Asia is probably the most significant structural change in the world economy of the twenty-first century. Latin America, and in particular South America, have strongly benefited from developing Asia's surge. China has become one of the region's main trade partners. Despite their benefits, strengthened trans-Pacific economic relations have also become a cause for concern in Latin America, due to major imbalances of different kinds. The purpose of this book is twofold. On the one hand, it aims to document the growing investment and trade relations between Latin America and Asia, as well as some of their imbalances. On the other hand, it provides several examples on how to upgrade trans-Pacific economic relations."

Book excerpt: The book presents the National Institute of Statistics and Geography, what is and how it has developed over time, since it was founded in 1983. The Institute is today an eminently technical and at the same time autonomous body of the Mexican State.Beyond a chronology of events, this book raises two needs that have marked the Institute's evolution: the first, to properly measure the many components of reality, whether social, economic or natural; and the second, decisive for the public's trust and whose absence would invalidate the purposes of the previous need, to preserve the information from any consideration, other than strictly professional, in all stages of its production and dissemination. This work conveys INEGI's transcendence as an indispensable institution for the country to respond to the fundamental question, common to all human beings: to know and understand the reality of their environment.

Bank portfolio weakness can limit the flexibility of interest rate policy, the scope of financial reforms, and the conduct of monetary and fiscal policy. This volume, edited by V. Sundararajan and Tomás J.T. Baliño, is a collection of papers by IMF economists. It examines the link between financial problems and macroeconomic policy and highlights the need for prudential regulations and the appropriate institutional framework to deal with problem banks and borrowers.

Available in PDF, EPUB and Kindle. Book excerpt: This intriguing study of Mexico's participation in world's fairs from 1889 to 1929 explores Mexico's self-presentation at these fairs as a reflection of the country's drive toward nationalization and a modernized image. Mauricio Tenorio-Trillo contrasts Mexico's presence at the 1889 Paris fair—where its display was the largest and most expensive Mexico has ever mounted—with Mexico's presence after the 1910 Mexican Revolution at fairs in Rio de Janeiro in 1922 and Seville in 1929. Rather than seeing the revolution as a sharp break, Tenorio-Trillo points to important continuities between the pre- and post-revolution periods. He also discusses how, internationally, the character of world's fairs was radically transformed during this time, from the Eiffel Tower prototype, encapsulating a wondrous symbolic universe, to the Disneyland model of commodified entertainment. Drawing on cultural, intellectual, urban, literary, social, and art histories, Tenorio-Trillo's thorough and imaginative study presents a broad cultural history of Mexico from 1880 to 1930, set within the context of the origins of Western nationalism, cosmopolitanism, and modernism. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. First, it is, to the extent feasible, based on comparable information on the status and trends of major indicators of the state of the environment in Canada,Mexico, and the United States. Second, the report confirms that these three countries together make up an incredibly complex, dynamic, and interconnected ecosystem in which humans play a dominant and decisive role. Third, the report raises important and sometimes disquieting questions concerning the sustainability of some current trends. Finally, the report is a reminder that our economic, social, and physical well-being are utterly dependent on the life-sustaining services provided by nature. This report emphasizes the importance of developing mutually compatible economic, social, and environmental goals and policies across the three-country region.
