Depuis longtemps en effet, nous dessinons par ces mots la figure d'un pouvoir sans entrave. Dire que l'État possède cette capacité de briser la norme et d'ignorer les lois, comme on s'affranchit d'obstacles exaspérants, c'est reconnaître la fragilité de règles et de mécanismes qui prétendent pourtant nous faire accepter l'autorité, en garantissant des limites à son action. Il y a là l'aveu d'une inquiétude. Le scandale qui recouvre la raison d'État, trahit notre position de sujets et notre scepticisme à l'égard des rouages du droit constitutionnel. Pourtant, il apparaît vers la fin du XVIe siècle une autre définition de la raison d'État, à laquelle se rattache l'ensemble des contributions de cet ouvrage. On s'aperçoit alors que la problématique de la raison d'État peut aussi bien se déplacer, pour éviter de se laisser enfermer dans des conflits de légitimité. On se persuade que rien ne présidera plus efficacement aux destinées d'un État, que la connaissance de ses qualités spécifiques (peuple, géographie, ressources, etc.) et de la manière d'en perfectionner l'usage. Prenant appui sur de nouveaux savoirs, une telle raison d'État introduit une autre conception du pouvoir politique. Au-delà de son rôle de simple dispensateur d'une autorité protectrice, le pouvoir d'État s'entend désormais comme l'administration d'un peuple et de ses ressources sur un territoire délimité. La nouvelle forme de l'action politique devient le gouvernement.

À l'heure des guerres de Religion mais à l'écart des théorisations juridico-politiques de l'époque, la ratio de Botero définit avant tout les savoirs permettant de conserver cette seigneurerie et domination, sous trois aspects essentiels : le gouvernement des hommes, la gestion des richesses, l'administration des territoires. Identification du politique à l'étatique et institution des savoirs du monde social nécessaires à l'État territorial : tels sont les deux traits dont la conjonction fait la modernité de l'ouvrage. Cette traduction (la première en français depuis 1599) a aussi été l'occasion d'un travail d'édition scientifique sans précédent (y compris en Italie) à partir des quatre versions revues et corrigées par l'auteur. Elle remet dans la circulation intellectuelle un "classique inconnu", toujours cité, mais rarement lu.
