But the remembrance of the fall of the Berlin Wall coincided with another event of global importance that caught much less attention: the 250th anniversary of Napoleon Bonaparte’s birth. There is an undeniable historical and philosophical dimension to this coincidence. Napoleon’s appearance on the scene of world history seems to embody European universalism (soon thereafter in the form of a ‘modern’ imperial project); whilst scholars such as Francis Fukuyama saw in the events of 1989 its historical fulfilment. Today, we see more clearly that the fall of the Berlin Wall stands for an epistemic earthquake, which generated a world that can no longer be grasped through universal concepts. Here, we deal with the idea of Europe and of its relation to the world itself. Picking up on this contingency of world history with an ironic wink, the volume analyses in retrospect the epoch of European universalism. It focusses on its dialectics, polemically addressing and remembering both 1769 and 1989. L’année 2019 a été marquée par le 30e anniversaire de la réunification de l’Allemagne, éclipsant un autre événement d’envergure mondiale : le 250e anniversaire de Napoléon Bonaparte. La dimension philosophico-historique de cette coïncidence ne peut pourtant pas être négligée : si l’arrivée de Bonaparte sur la scène de l’histoire mondiale semble incarner l’avènement de l’universalisme européen (bientôt amené à prendre sa forme « moderne » et impériale), certains penseurs ont suggéré, avec Francis Fukuyama, que « 1989 » marquait son accomplissement historique. Aujourd’hui, il apparaît au contraire que la chute du mur de Berlin a été un véritable tremblement de terre épistémique, et rendu inopérants les concepts universels. Dans le monde d’après, c’est à l’idée d’Europe et à sa relation au monde que nous avons affaire. Revenant par un geste ironique sur cette contingence historique, le présent volume se veut une analyse rétrospective de l’époque de l’universalisme, dans toute la dialectique que les commémorations de 1769/1989 ont fait surgir.

In Fantasies of Salvation, Vladimir Tismaneanu traces the intellectual history of this struggle and warns that authoritarian nationalists pose a serious threat to democratic forces. A leading observer of the often baffling world of post-Communist Europe, Tismaneanu shows that extreme nationalistic and authoritarian thought has been influential in Eastern Europe for much of this century, while liberalism has only shallow historical roots. Despite democratic successes in places such as the Czech Republic and Poland, he argues, it would be a mistake for the West to assume that liberalism will always triumph. He backs this argument by showing how nationalist intellectuals have encouraged ethnic hatred in such countries as Russia, Romania, and the former Yugoslavia by reviving patriotic myths of heroes, scapegoats, and historical injustices. And he shows how enthusiastically these myths have been welcomed by people desperate for some form of "salvation" from political and economic uncertainty. On a theoretical level, Tismaneanu challenges the common ideas that the ideological struggle is between "right" and "left" or between "nationalists" and "internationalists." In a careful analysis of the conflict's ideological roots, he argues that it is more useful and historically accurate to view the struggle as between those who embrace the individualist traditions of the Enlightenment and those who reject them. Tismaneanu himself has been active in the intellectual battles he describes, particularly in his native Romania, and makes insightful use of interviews with key members of the dissident movements of the 1970s and 1980s. He offers original observations of countries from the Baltic to the Black Sea and expresses his ideas in a vivid and forceful style. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. Yet these well-known developments in public health built on a previous moment of anxiety about the hygiene of modern city dwellers. Amid fears of national decline that accompanied the collapse of the Napoleonic Empire, efforts to modernize Paris between 1800 and 1850 focused not on grand and comprehensive structural reforms, but rather on improving the bodily and mental fitness of the individual citizen. These forgotten efforts to renew and reform the physical and moral health of the urban subject found expression in the built environment of the city—in the gymnasiums, swimming pools, and green spaces of private and public institutions, from the pedagogical to the recreational. Sun-Young Park reveals how these anxieties about health and social order, which manifested in emerging ideals of the body, created a uniquely spatial and urban experience of modernity in the postrevolutionary capital, one profoundly impacted by hygiene, mobility, productivity, leisure, spectacle, and technology.
