Book excerpt: This study investigates the extent of the pollution of the Mediterranean Sea with respect to the four bordering EC countries - spain, France, Italy, and Greece. The environmental pressures and economic impacts are examined and the institutional/legal framework is described together with all the necessary environmental expenditures. The book is written in such a way that separate chapters are devoted to each of the four countries, after an initial section summarizing the major commonalities. These chapters are organized in parallel formats so that it is possible to examine the same topic country by country. Good references are provided for the reader who is not familiar with the subject of Mediterranean pollution. For specialists, the book provides a useful overview of adjacent fields other than their own speciality: for policymakers, the chapters provide sufficient foundations for decision-making: for the investment planner and banks, it provides budget and investment needs; and for the private sector, it gives an insight into the possibilities for corporate applications of environmental technologies. Four specialists - Prof. V. Silano (Italy), Dr. M. Vassilopoulos (Greece), Dr. L.A. Romafia (France), and Mr. A. Estevan (Spain- contributed sustantially by evaluating the necessary information from national documents on environmental policies and strategies. The book was developed on the basis of an integrated environmental study financed by the European Investment Bank, to which we would like to express our sincere thanks.

Book excerpt: by Elisabeth Mann Borgese Founder and Honorary President International Ocean Institute Adalberto Vallega has been, for decades, a master and great teacher of integrated coastal management and Mediterranean cooperation. This new book, of an almost en cyclopaedic scope, is a most original contribution to the rapidly growing literature on the subject, of equal value to the academic community which will greatly appreciate the theoretical, historic and philosophical underpinning of the work, and to the practi tioner, the planner, regulator and manager, who will find in these pages most useful "checklists" for his duties and responsibilities. Vallega perceives the need for Integrated Coastal Area Management (ICAM) in the broader context of the ongoing third industrial revolution, which he calls the trans-industrial stage, in its interaction with climate change. There have been profound changes in the economies of the industrialized coun tries. The development of the new High Technologies, including micro-electronics, genetic engineering, new materials, has accelerated the transition from an economic system based primarily on production to one based very largely on services. This, in turn, has facilitated "globalization" of production systems and services, including the financial system, as well as the migration of people The ongoing global "Great Peo ple's Migration" is, generally, from the hinterland to the coasts where, already today, over 60 percent of the human population resides, exercising unprecedented pressures on the coastal and marine environment. Clearly, this justifies the current emphasis, at global, regional and national levels, on the need for coastal management.

Book excerpt: The Parliamentary Assembly of the Council of Europe publishes a volume of adopted texts for each of its four part-sessions and Standing Committee meetings. The Assembly, or the Standing Committee on its behalf, can adopt three different types of texts: opinions, recommendations and resolutions. Opinions are mostly expressed by the Assembly on questions put to it by the Committee of Ministers, such as the admission of new member states to the Council of Europe, but also on draft conventions, or the budget. Recommendations contain proposals addressed to the Committee of Ministers, the implementation of which is within the competence of governments. Resolutions embody decisions by the Assembly on questions which it is empowered to put into effect or expressions of views for which it alone is responsible. They can also be addressed to national parliaments. References to committees: the Bureau of the Assembly decides whether communications - in particular from the Committee of Ministers and

Book excerpt: 'Here's a work arriving just at the right moment and contributingnew insights at precisely the time when public opinion remains sceptical of the not very promising future we are preparing for our children, when governments balk at explaining to their electorates the vital but unpopular decisions that have to be taken and when civil society, with few ways and means, is finally becoming involved. This remarkable work will help all actors to understand the inter-linkages between economic activities and the environment in the Mediterranean Basin and take concerted, effective action to build a positive, sustainable future' Mohamed Ennabli, former Minister of the Environment and Land Use Panning, Tunisia 'The Blue Plan has carried out a remarkable assessment of the serious environmental probems and insufficiently targeted cooperation in the Mediterranean, and also of new financing systems to be implemented, which would increase the capacities of local authorities and economic and social partners' Georges Corm, former Minister of Finance, Lebanon The Mediterranean Basin and its surrounding countries is a microcosm of the environmental and sustainability challenges facing people across the world. Depending on the development path it takes in the future, the region can either become a positive model for the regional regulation of globalization, or, more onerously, it might reinforce global instability. This unique volume is the definitive, authoritative assessment of the environment and development of the Mediterranean Basin and its 22 countries and territories, spanning five decades from 30 years in the past to 20 years into the future. Produced by the Blue Plan within the framework of UNEP/Mediterranean Action Plan and backed by the EU and national governments, it brings together the work of more than 100 researchers from dozens of national, regional and local governments and research groups into the only comprehensive insight into sustainable development issues in the region. Core coverage includes water, energy, transport, cities, rural and coastal areas, as well as related issues such as climate change, population growth, geopolitical changes, unemployment and poverty, pollution, economic and environmental policies, regional cooperation and the Euro-Mediterranean Partnership. Information is clearly presented through hundreds of full-colour maps, graphs, tables and a wealth of case studies. This is a must-have reference for all levels of government, NGOs and libraries, as well as practitioners, academics and businesses involved in economics, natural resource management, land and maritime transport, water, energy, infrastructure, urban and rural development, agriculture, fishing and aquaculture, tourism and coastal management. Countries and territories covered: Spain, France, Italy, Monaco, Malta, Cyprus, Slovenia, Croatia, Bosnia-Herzegovina, Serbia and Montenegro, Albania, Greece, Turkey, Syria, Lebanon, Palestinian Territories, Israel, Egypt, Libya, Tunisia, Algeria and Morocco. Preface by Lucien Chabason, Chairman of the Blue Plan.

This book was released on 1999-01-01 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the last few years several States have established specially protected marine areas under their domestic legislation. At the international level the trend towards providing an increased protection to certain marine spaces has also been reflected in a number of treaties and declarations. This volume reviews the recent developments in the field of specially protected marine areas and preservation of the marine environment in general with particular emphasis on a specific region, the Mediterranean Sea. Special attention is devoted to the latter for three reasons. First, the regional framework for the protection of the environment in the Mediterranean (the so-called Barcelona system) has recently been updated and strengthened. Second, the Mediterranean is a typical example of the category of semi-enclosed seas where international cooperation between the bordering States should be particularly encouraged in various fields; this also explains why the scope of this book has been enlarged to also cover fisheries, a field which is closely connected to the sustainable development of marine areas. Last and least, the parochial inclination of the editor also influenced his choice. To complete the picture the relevant texts have been reproduced and a series of maps showing some specially protected marine areas have been drawn.

Available in PDF, EPUB and Kindle. Book excerpt: The Mediterranean has been subject to changing human settlement and land use patterns for millennia, and has a history of human exploitation in an inherently unstable landscape. Environmental Issues in the Mediterranean reviews both physical and social aspects of this region, in relation to its environment. Ideal for students who are studying a range of environmental issues, but want to see them linked within one regional context. The book begins with an introduction to the Mediterranean region, its history, physical and human geography and its environmental problems. It then goes on to examine: * The Dynamic Environment - climate variables and fluctuations, vegetation, the hydrological cycle of the basin and its watershed, processes of erosion, fire and the Mediterranean Sea *The Human Impact on the Environment - prehistoric and historic land use, traditional agriculture, rural and urban settlement and use of mineral resources * The Mediterranean Environment Under Increasing Pressure - the present human landscape, changes in agriculture in the 20th century, the impact of depopulation, pollution, water resources, desertification and potential climatic change. It then concludes with a discussion of the region's on-going environmental issues of water resources, land degradation, agricultural intensification and tourism, and considers how these can be approached using management techniques and national and regional policies.

Book excerpt: The tension between the aim of creating sustainable multilateral region-building dynamics and the need to find more differentiated and flexible forms of cooperation has been ever-present in Euro-Mediterranean relations. The proliferation of different and partially overlapping initiatives in recent years – the Euro-Mediterranean Partnership, the European Neighbourhood Policy and the Union for the Mediterranean – is a plain expression of this tension. The 2011 episodes of regime-change in the Arab world have once again placed the debate about differentiation in EU’s relations with Southern and Eastern Mediterranean Countries at the top of the Union’s foreign policy agenda. This book contributes to theoretical and practical debates on whether differentiation processes can aid or hinder policy convergence processes and region-building efforts more widely. The contributions to this collection assess the actual significance and consequences of differentiation in Euro-Mediterranean relations through sector-specific in-depth analyses, covering issue areas as varied as environmental policy, migration, foreign and defence policy, trade, energy, civil protection and democracy promotion. The particular angle and comprehensive analysis of this book will make it of great interest for both scholars and policy makers alike in a moment when Euro-Mediterranean are in need of a thorough rethink. This book was based on a special issue of Mediterranean Politics.

Available in PDF, EPUB and Kindle. Book excerpt: This volume offers a review of oil inputs to the Mediterranean Sea from sources such as shipping, and offshore exploration and exploitation activities. It discusses international measures to prepare for, respond to, and prevent oil pollution incidents, as well as the international legal framework and agencies with a role in pollution prevention and responses. It includes chapters on modeling the fate of oil pollution, oil spill response, and oil spill beaching probability, and presents data from a range of sources, including historic data on shipping accidents and oil exploration and exploitation activities, satellite and remote sensing data, and numerical modelling data, to provide an overview of oil pollution over several years. Topics covered include modelling of oil slicks in the eastern and western Mediterranean basins, oil exploration and exploitation activities in the waters of the Levantine Basin (Eastern Mediterranean), and signatures to and ratification of the Barcelona Convention and its Protocols, for example. Together with the companion volume Oil Pollution in the Mediterranean Sea: Part II - National Case Studies, it addresses both national and international measures in the region, making it of relevance to the agencies and government bodies tasked with remediating or preventing oil pollution, as well as policymakers and practitioners in the fields of shipping, ports and terminals, oil extraction and marine management. It provides researchers with essential reference material on tools and techniques for monitoring oil pollution, and serves as a valuable resource for undergraduate and postgraduate students in the field of marine oil pollution.
