En 2015, le Défenseur des droits s'est saisi de ce sujet qu' il dit être : « peu connu, peu étudié, peu traité ». Ces enfants sont qualifiés « d' invisibles » et de « doublement vulnérables ». Le rapport estimait que 17 % des enfants confiés à l'aide sociale à l' enfance sont en situation de handicap en France. Au sein du Morbihan, le premier travail a été de répertorier le nombre d'enfants confiés en situation de handicap à l' ASE. Pour cela, un croisement entre les données de l' ASE et de la MDPH a permis de dresser le profil de ces enfants et de défmir les caractéristiques principales et les spécificités. À la suite de cela, des entretiens avec des professionnels vont compléter cette étude et ainsi permettre de repérer les difficultés qu'ils rencontrent pour accompagner ces enfants. Pour finir, ces entretiens ont permis de décliner des actions afin de mieux accompagner et soutenir les assistants familiaux qui interviennent auprès des enfants handicapés.

Book excerpt: INTRODUCTION : Il exise peu d'études concernant les problèmes médicaux rencontrées chez les enfants confiés à l'Aide Sociale à l'Enfance (ASE). L'objectif de notre étude est de décrire la population des mineurs confiés à l'ASE et ayant une notification à la MDPH dans les Bouches-du-Rhône au 1er janvier 2014. PATIENTS et METHODES : Nous avons croisé le registre informatique de l'ASE et celui de la MDPH afin d'en extraire les données administratives. Après une analyse des dossiers médicaux MDPH nous avons codé les informations sur les enfants confiés : âge gestationnel, déficiences, pathologies. RESULTATS : Parmi les 2965 mineurs confiés (0,7 % des mineurs de notre région), 506 (17%) avaient une notification à la MDPH, contre 2,5 % en population générale. 80,2 % des enfants du groupe ASE MDPH étaient confiés suite à une mesure de placement. 50 % des notifications MDPH concernaient les orientations vers un établissement scolaire et médicosocial. On observait 2,1 déficiences par entant, dont 35,9 % étaient des déficiences du psychisme, 26,4 % des déficiences du langage et de la parole et 21,6 % des déficiences intellectuelles cognitives. Les pathologies rencontrées étaient pour 71 % des troubles mentaux et du comportement. Les enfants les plus jeunes et confiés en famille d'accueil présentaient plus de pathologie et déficience d'organe et peu d'atteinte du psychisme. Les enfants présentant des troubles du comportement étaient en général plus âgés et placés en foyer. DISCUSSION : Le taux de notification MDPH est 7 fois plus élevé parmi les enfants confiés qu'en population générale. Le lien entre enfance en danger et handicap est difficile à expliquer, et la psychopathologie des enfants confiés complexe. Ces résultats illustrent la nécessité d'un suivi adapté aux besoins spécifiques de ces enfants

He reached the shore in a dinghy. For the next 15 days he trudged through inhospitable country in a futile attempt to return to Strauss airbase. What should have been a few days walk turned into his worst possible nightmare as he stumbled aimlessly through mosquito and crocodile infested swamps. "It was almost six days I'd been without sleep, apart from a short period of unconsciousness and those few moments before I fell out of that tree," he said. " I became demented by the cavalcade of mosquitoes and hallucinating badly". His experience was only to worsen - he waded halfway across a tidal river to be confronted by a large saltie. Darwin historian John Haslett help Stagg map the original route by retracing his steps, even managing to relocate an American Kittyhawk Stagg found crashed in the middle of nowhere.
