Book excerpt: Este estudio tiene por objeto la construcción cualitativa de cinco casos que representan programas de política educativa del distrito capital de Bogotá, las cuales en su formulación pretenden ser una solución a los problemas de equidad de las poblaciones más pobres de la ciudad de Bogotá. Tanto el levantamiento de cada caso como su lectura transversal e interpretativa intenta responder a preguntas como las siguientes: ¿qué significa para las instituciones educativas el trabajo hacia la equidad, cómo lo asumen y ello qué tiene que ver con la implementación de la política educativa?, ¿cuáles son los límites y posibilidades de la contribución de la institución educativa y de la acción escolar al logro de la equidad frente a los desiguales contextos de procedencia de los estudiantes y al sello que ello imprime?, ¿puede el sistema educativo contribuir a aumentar/superar la desigualdad estructural de la sociedad? Los casos referidos son: colegio de subsidios a la demanda, colegio en concesión, colegio de competencias laborales, colegio de nivelación para la excelencia y colegio que participa en la política educativa del distrito. Los interrogantes se resuelven a través de argumentos teóricos, de la política macro y de la micropolítica escolar. Desde el punto de vista teórico se revisa la literatura sociológica sobre el tema de la equidad en la educación, la que deriva en categorías teóricas que aún hoy son pertinentes para orientar la reflexión y el análisis propuesto. Sobresalen las teorías que encuentran en las diferencias existentes en la sociedad un obstáculo para que la educación logre avanzar en la superación de las desigualdades sociales y aquéllas que consideran posible iluminar la formulación de políticas y las acciones de los individuos en la sociedad, a través de una mirada más optimista, en la que la educación tenga las posibilidades de ayudar a construir una sociedad más equitativa. En la perspectiva de la política educativa se acude a la genealogía del sistema educativo actual así como al repaso de las investigaciones que contribuyen a legitimar las orientaciones y énfasis recientes de las políticas educativas sobre equidad, para ubicar en esta dinámica la reforma a la educación de los años 90 y siguientes, y dentro de ella, algunos programas de política tendientes a la equidad. A nivel del análisis de la micropolítica escolar cada caso es narrado en su especificidad y posteriormente se lleva a cabo una comparación entre ellos que vincula la institución con el nivel macro de la sociedad y de la política educativa. Si bien, se concluye que son muchas las dificultades y obstáculos para revertir las inequidades existentes en la sociedad, también es justo decirlo, las instituciones educativas intentan apostarle a un compromiso que no ceja y que requiere llenarse de más y más argumentos teóricos y de la práctica para buscar caminos pertinentes -desde abajo- que le den un vuelco a la terca realidad de la inequidad que hace presencia en la educación y en las escuelas. Se considera que la educación puede contribuir limitadamente a la superación de la pobreza y de las difíciles condiciones en que viven y se desarrollan buena parte de los niños y jóvenes del país, y que la brecha histórica de la equidad exige una tarea sistemática, denodada y permanente de la sociedad y sus condiciones macroeconómicas para contar, algún día, con una sociedad más justa y democrática.
