El surgimiento de nuevas amenazas como pueden ser grupos terroristas sumados a las amenazas ya existentes, ha hecho que el aspecto en el nivel de defensa de la Unión Europea se haya ido desarrollando con una mayor aceleración. Es por ello que, en este aspecto, en el ámbito de la Unión Europea se ha abierto un abanico de posibilidades tanto en el plano de la PESC como de la PCSD, permitiendo así su participación en misiones de diferente naturaleza. A través de este trabajo, se ha pretendido desarrollar desde el organigrama de la PESC y la PCSD, en relación con la toma de decisiones desde las diferentes instituciones de la Unión, como puede ser desde el Parlamento, el Consejo o su propia financiación, hasta su aplicación práctica. Se demuestra así un largo desarrollo y crecimiento desde su creación a medida que se han ido sumando Estados a la Unión. Merece especial mención la aparición de la nueva amenaza terrorista que en la actualidad asola no solo a nuestra sociedad, sino al conjunto de Estados que nos rodean, incluso a los del continente africano. Estamos hablando del autodenominado Estado Islámico . Es por ello que uno de los apartados de este trabajo, está dedicado a una de las misiones en África, la EUTM-Mali en la que se combate uno de los principales focos del terrorismo yihadista. Para la realización de este trabajo se han empleado una serie de referencias bibliográficas de diferentes autores, además de referencias a artículos de opinión sobre la materia, y numerosas referencias a textos normativos y tratados internacionales con el fin de que dicha realización resulte lo más completa e ilustrativa. El trabajo se puede dividir en tres partes. La primera de ellas hace referencia a la evolución histórica de dicha política, y al entramado institucional haciendo referencia tanto a su composición como a su funcionamiento. En la segunda de ellas se desarrolla el objeto principal de este trabajo, la PCSD, en la que además de su desarrollo se hace mención también a sus principales instrumentos de actuación. Y ya en su tercera y última parte, se hace mención al conjunto de misiones de la Unión Europea a través de la PCSD, y se desarrolla especialmente una de ellas, la EUTM-Mali.
