Book excerpt: The Future of the Past is a biennial conference generally carried out during the commemoration date of the incorporation of Santa Ana de Los Ríos de Cuenca Ecuador as a World Heritage Site (WHS). It initiated in 2014, organized by the City Preservation Management research project (CPM) of the University of Cuenca, to create a space for dialoguing among interested actors in the cultural heritage field. Since then, this space has served to exchange initiatives and to promote coordinated actions based on shared responsibility, in the local context. The third edition of this conference took place in the context of the 20th anniversary of being listed as WHS and a decade of CPM as the Southern host of the PRECOM3OS UNESCO Chair (Preventive Conservation, Maintenance and Monitoring of Monuments and Sites). For the very first time, and thanks to the collaboration with the Raymond Lemaire International Centre for Conservation of the University of Leuven (Belgium), the conference expanded its local scope. On this occasion, contributions reflected round a worldwide challenge in the cultural field: revealing the paths towards participatory governance of cultural heritage. Participatory governance is understood as institutional decision-making structures supported by shared responsibilities and rights among diverse actors.

Available in PDF, EPUB and Kindle. Book excerpt: Provides step-by-step guidance on implementing and using a value-based management system within the government Countless books on proposed management practices have been written and published over the past century. Some of these have focused on specific management practices for government. In more recent decades, the topics of strategic planning, performance management, cost management and risk management have been extensively covered. However, little has been offered as an approach to integrate these and numerous other management methods and practices in a manner that maximizes the delivery of value to the organization’s key stakeholders. A general management framework is presented in this book in a manner particularly applicable to government organizations. Value-Based Management in Government introduces a new, integrating framework for management practices that optimizes the balancing of results sought; resources supplied and allocated; and risks accepted. These considerations are all balanced for the purpose of delivering maximum stakeholder value. The book offers guidance on how strategic planning, performance management, cost/resource management, and risk management must all be integrated as part of a portfolio management framework across the organization. The book also discusses the role of information technology (IT) in providing data for insights and decision-making, and the importance of organizational change management to implement the needed organizational and behavioral changes. Beginning by explaining the concept of Value-Based Management for the public sector and government, the text goes on to explore topics such as the evolutionary stages of maturity of management accounting, the benefit of attributes (e.g., value-add versus nonvalue-add) in cost data, predictive planning with expense projections, risk management, and various performance measurements (e.g., key performance indicators [KPIs] ). This authoritative book: Discusses a framework for balancing and integrating cost, performance, and risk Explains IT systems integration issues related to activity-based cost management (ABC/M) Addresses why some ABC/M implementation projects fail to meet expectations Describes how quality management efforts can be measured in financial terms Explores the wider uses of predictive accounting (e.g., driver-based budgeting, what-if scenario analysis) Provides organizational change management insights and recommendations needed to achieve the required changes in management decision-making. Value-Based Management in Government is an important source of information for leaders, executives, managers, and employee teams working within or with government organizations.

Available in PDF, EPUB and Kindle. Book excerpt: Engendering Cities examines the contemporary research, policy, and practice of designing for gender in urban spaces. Gender matters in city design, yet despite legislative mandates across the globe to provide equal access to services for men and women alike, these issues are still often overlooked or inadequately addressed. This book looks at critical aspects of contemporary cities regarding gender, including topics such as transport, housing, public health, education, caring, infrastructure, as well as issues which are rarely addressed in planning, design, and policy, such as the importance of toilets for education and clothes washers for freeing-up time. In the first section, a number of chapters in the book assess past, current, and projected conditions in cities vis-à-vis gender issues and needs. In the second section, the book assesses existing policy, planning, and design efforts to improve women’s and men’s concerns in urban living. Finally, the book proposes changes to existing policies and practices in urban planning and design, including its thinking (theory) and norms (ethics). The book applies the current scholarship on theory and practice related to gender in a planning context, elaborating on some critical community-focused reflections on gender and design. It will be key reading for scholars and students of planning, architecture, design, gender studies, sociology, anthropology, geography, and political science. It will also be of interest to practitioners and policy makers, providing discussion of emerging topics in the field.

Book excerpt: This edition of the World Bank has been revised and expanded by the Terminology Unit in the Languages Services Division of the World Bank in collaboration with the English, Spanish, and French Translation Sections. The Glossary is intended to assist the Bank's translators and interpreters, other Bank staff using French and Spanish in their work, and free-lance translator's and interpreters employed by the Bank. For this reason, the Glossary contains not only financial and economic terminology and terms relating to the Bank's procedures and practices, but also terms that frequently occur in Bank documents, and others for which the Bank has a preferred equivalent. Although many of these terms, relating to such fields as agriculture, education, energy, housing, law, technology, and transportation, could be found in other sources, they have been assembled here for ease of reference. A list of acronyms occurring frequently in Bank texts (the terms to which they refer being found in the Glossary) and a list of international, regional, and national organizations will be found at the end of the Glossary.

Book excerpt: Working in East Germany explores economic tendencies, political relationships and social situations that combined to create a specific socio-political habitat in East Germany after the building of the Berlin Wall. Conditions were peculiar to say the least, especially if compared to Western standards. Nevertheless, the majority of the population perceived their lives as part of a 'socialist normality' that most East Germans adjusted to successfully. This book writes the people back into the history of East Germany.
